Description
REQUEST FOR INFORMATION ONLY: THIS IS NOT A SOLICITATION; This Request for Information (RFI) is for informational purposes only; this is not a Request for Proposal (RFP). The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG)-Belvoir, on behalf the Night Vision and Electronic Sensors Directorate (NVESD), is conducting Market Research to identify potential sources for airborne wide-area persistent surveillance. BACKGROUND/DESCRIPTION: Airborne wide-area persistent surveillance provides a vital tool for exposing the actions and behaviors of enemy vehicles and soldiers in urban, suburban and rural areas. The NVESD has developed a 1st generation day/night Airborne Wide Area Persistent Surveillance system that has both day (visible) and night (thermal infrared) imagers. NVESD is now seeking sources capable of developing a 2nd generation day/night Airborne Wide Area Persistent Surveillance system with improved resolution and update rate that maintains a day and night capability. For compatibility with existing aircraft systems it is highly desirable that a complete day/night sensor payload be capable of being integrated into either an L3 Sonoma 474 or a PV Labs LDG-3A-265 airborne turret. Understanding that smaller turrets provide additional platform flexibility, alternative system concepts with a reduced imaging capability that could integrate into an L3 Wescam MX-15 or similar 15" turret will also be considered. REQUIREMENTS: The Army is interested in all sources that have the following characteristics: (Please refer to table in Word Document for requirements table) WHITE PAPER SUBMISSIONS: Interested and capable sources are asked to submit a white paper containing a description of the proposed solution to one or both of the requirements listed above, along with a completed Specification Matrix for each unique sensor concept. If responders have a unique concept for each of the payload requirements defined above, two separate white papers may be submitted. Responses shall be limited to 20 single sided pages (excluding cover page, table of contents and Specification Matrix), minimum 10 pt New Times Roman font, including a one page synopsis of current and past relevant activities in EOIIR payload design, development, fabrication and testing. The remaining pages should discuss in detail the proposed EO/IR payload concept. The data received in response to this RFI is for informational purposes only and does not mandate or impose requirements. It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, clearly mark all proprietary information. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. All responses to this RFI shall be submitted within 45 calendar days of the date of this announcement.
