Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Federal Bureau of Prisons, Central Office Business Office intends to establish a single-award, firm-fixed price contract for the purchase of an accredited (for Government resources) Certified Information Privacy Professionals (CIPP) training to be held at the Central Office location in Washington, DC on September 25-27, 2012. Training shall be inclusive of 2-days of facilitation followed by a 1-day certification test. See Statement of Work for training details. CONTRACT CLAUSES: 52.252-2 -- Clauses Incorporated by Reference (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a FAR clause may be accessed electronically at this address: www.acquisition.gov. Delivery: Training will be held in at the Central Office location in Washington DC. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58: SOLICITATION PROVISIONS: 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998) This solicitation incorporates one or more provisions by reference, with the same force and effect as if they were given in full text. Also, the full text of a FAR clause may be accessed electronically at this address: www.acquisition.gov 52.212-1 Instructions to Offerors - Commercial Items (JUN 2008) tailored to delete paragraphs at c, h, and i, as they have been determined to be non-applicable to this solicitation. The additional provisions listed below are incorporated into this solicitation via addendum to this provision. All references to "Offer" and "Offeror" are changed to "Quote" and "Quoter" respectively. 52.212-2 Evaluation - Commercial Items (JAN 1999) 52.212-3 Offeror Representations and Certifications - Commercial Items (MAY 2011) 52.211-6 Brand name or Equal (AUG 1999) Faith-Based and Community- Based Organizations (AUG 2005) - can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Interested parties are hereby notified that any contract awarded based on this solicitation will be of a nonpersonal nature. As such: (1) The service is a contractual arrangement and not a personnel appointment; (2) Payment is based on an end product or the accomplishment of a specific result; (3) The service does not constitute an employer/employee relationship; and (4) The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. Evaluation and Award Methodology: Acquisition of services will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. Award may be made without discussions, therefore response should be inclusive. The Government intends to base award determination on lowest priced, technically acceptable quote. Quoters are advised that the Contracting Officer will verify registration in the Central Contractors Registration database and the Online Representations and Certifications Application prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award. The North American Industrial Classification (NAICS) code is 611430, Professional Development Training. Manufacturing the applicable small business size standard is $7.0 in annual receipts. SUBMISSION OF QUOTATIONS: Quotes must be received at the Federal Bureau of Prisons, Central Office Business Office no later than 1:00 p.m. EDT on Friday, August 17, 2012. Quotes will be accepted by mail or email. Firm-fixed price should include any direct or indirect fees associated with training facilitation (to include travel related expenses).
