Description
The U.S. Coast Guard is performing market research to determine available sources with the technical capability of providing contract logistics and training support for the prototype Schweitzer SA-338B surveillance aircraft. Currently, Schweitzer has two aircraft in production. The U.S. Coast Guard will accept the aircraft in Q4 FY2013 timeframe. After acceptance, the U.S. Coast Guard will test and evaluate the aircraft. Due to the covert nature of the aircraft, Schweitzer is the sole manufacturer and owns the data rights to numerous aircraft parts. The Coast Guard needs an all encompassing logistic support solution for up to 5 years in accordance with two main objectives: 1) Initial training for aircrews to operate the aircraft and perform line servicing on the aircraft is required; 2) Aircraft maintenance of all installed equipment and associated ancillary equipment for sustainment of FAA airworthiness certificate is required. 1.Training a.The government will provide one SA-338B as Government Furnished Equipment (GFE) to accomplish the following training during Year (1) through (5). The contractor will provide course materials for each student in the following training classes. i.SA-338B Systems Training: (1 class per year w/ up to 6 attendees per class) The Contractor's course, at a minimum, shall cover the following systems and/or topics: Standard Practices, Introduction to Avionics and Navigation, Electrical Power Systems, Power plant, Fire Protection, Fuel System, Ground Handling, Landing Gear, Flight Controls, Structures, and Lighting. In addition, the course shall teach the students to interpret and utilize FAA approved Aircraft Manuals, and other OEM technical data pertinent to operating and servicing the aircraft. Systems training class should not exceed 10 training days or 12 calendar days. ii.SA-338B Flight Training: (1 class per year w/ up to 4 attendees per class) The Contractor's course shall introduce the student to all FAA approved flight procedures. Flight training class should not exceed 5 training days. 2.Aircraft Airworthiness Support a.General i.Provide all necessary personnel, maintenance, logistics, consumable materials, and technical support including parts, labor, tools, ground support equipment, shipping/freight costs, and travel as may be required to maintain the FAA airworthiness of both aircraft. ii.Provide maintenance to support all aircraft inspections, fuel samples, corrective maintenance, preventative maintenance, deployment preparations, ground checks, quality assurance inspections, tool control, salvage operations, Hazardous Material and Hazardous Waste management to maintain the FAA airworthiness of both aircraft. iii.Provide all necessary engineering support services and technical information required to develop repair plans and assist in correcting all aircraft deviancies. b.Maintenance Planning i.Provide weekly preventative maintenance plans. ii.Provide daily corrective maintenance plans. iii.Provide aircraft deployment maintenance plans. c.Maintenance Management System i.Provide maintenance support to enter all maintenance actions in the USCG Asset Logistics Management Information System. d.Personnel i.Maintenance Team Leader 1.Provide a Maintenance Team Leader (MTL) at home base. The MTL shall be available 24 hours per day, 7 days per week, 365 days per year. The MTL shall return all calls within 30 min. 3.Aircraft Operations a.Aircraft Home Base Locations i.Both SA-338B aircraft will be home-located at Coast Guard Air Station Miami, FL (KOPF). b.Aircraft Flight Hours i.Support a maximum of 600 total flight hours during the first year of operation. ii.Support a maximum of 1200 total flight hours during the second year of operation. iii.Support a maximum of 2000 total flight hours during years three (3) through five (5) of operation. c.Deployment Support i.Support up to 40% of each year's total flight hours at deployed locations. ii.Be able to deploy to a forward operating base, as needed, (within the United States and overseas) with no more than 7 calendar days notice. d.Flight Scheduling i.Year 1: 1.Support primarily Monday-Friday (0800-2200) operations, however, there will need to be a few weeks of night operations during the first year that will go beyond 2200. 2.Support up to 3 sorties (up to 8 flight hours each) per day. ii.Years two (2) through (5): 1.Support 24 hour, 7 days a week operations. 2.Support up to 4 sorties (up to 8 hours each) per day. 4.Measurements of Effectiveness a.Training i.Upon completion of the training, students shall demonstrate operating and servicing procedures in accordance with FAA approved procedures to a contractor provided evaluator. ii.Upon completion of the training, students shall demonstrate knowledge of systems and procedures by passing an open and/or closed book exam with a score of at least 80% correct answers. b.Year one (1) through (3) maintenance support i.Provide maintenance to support a 71% aircraft availability goal. An aircraft is considered available if all installed systems on the aircraft Minimum Equipment List (MEL) are operational and it can be launched within 30 minutes regardless of whether the aircraft is scheduled to fly, throughout any 24-hour period. ii.Provide maintenance to support a 95% Dispatch Reliability Index for maintenance (DRI-MX) goal. c.Year four (4) and five (5) maintenance support i.Provide maintenance to support a 71% aircraft availability. An aircraft is considered available if all installed systems on the aircraft MEL are operational and it can be launched within 30 minutes regardless of whether the aircraft is scheduled to fly, throughout any 24-hour period. ii.Provide maintenance to support a 95% Dispatch Reliability Index (DRI-MX).
