Description
The Robley Rex VA Medical Center in Louisville, Kentucky has a continuing requirement for design/build and construction period services for Non-Reoccuring Maintenance (NRM) Projects, and other construction projects related to facility improvements, alterations and repair of buildings, structures and other real property. The resulting contract shall have task orders issued that will vary in size and dollar amounts, that includes but is not limited to such trades as carpentry, concrete, roofing, site work, excavation, interior renovation, carpet-window and door installation, electrical, steam fitting, plumbing, exterior and interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC installation and flooring installation. While no task order will be issued solely for Architect/Engineering services as defined by Public Law 92-582 (The Brooks Act), task orders may be issued for Design/Build services as defined in FAR subpart 36.3. All work will be completed through issuance of individual task orders awarded for individual projects throughout the medical center. Each task order shall be price individually and will include its own wage determination. The term of the MATOC shall be for a one year base period with four (4) one (1) year options to extend. NAICS code 236220 is applicable to this requirement. The small business size standard is $33.5M. While the primary NAICS code is 236220, other NAICS codes applicable to task orders to be issued under this requirement are as follows: 236110,237110,237990,238110,238120,238140,238150,238160,238170,238190,238210,238220,238290,238210, 238220,238290,238310,23820,238330,238340,238350,238390,238910 and 238990. This procurement is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) pursuant to the authority of 38 U.S.C. section 8127(d). To be eligible for award, at the time which offers are due and delivered to the Contracting Officer, the offeror must be listed and viewable in the Vendor Information Pages in VetBiz registry at (www.vip.vetbiz.gov). The Vendor Information Pages will be check at the time of receipt of all offers, as well as prior to award. In addition, offerors are further advised that compliance with VAAR 852.219-10 shall be enforced and monitored to ensure that the minimum self-performance requirements are being met by the SDVOSB contractor. The successful offerors must also be able to demonstrate how their firm intends to satisfy the self-performance requirements. Should the successful offerors be unable to do so, the Contracting Officer will deem such offeror as non-responsible and an award will be made to the next offeror whose proposal is determined to be of "Best Value" to the government. The solicitation issued under this requirement will be for a "seed construction project", the "seed project" will be the base project upon which the multiple awards will be made. This requirement will be procured as a "Best Value" utilizing a tradeoff pursuant to FAR 15 and 36. Additional information regarding the specifics of the Source Selection Process and Techniques will be available at such time that the solicitation is released. The solicitation, specifications and plans will be available for download on or before August 30, 2012.
