Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with University of Texas Health Science Center 7703 Floyd Curl Drive, San Antonio, TX 78229 for Augmenting SEER Treatment Data with Medicare Claims. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 518210 and the business size standard is $25M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. Currently, SEER registries collect treatment information on surgery, radiation, chemotherapy, and some hormone therapies. The SEER treatment data on chemotherapy and radiation is incomplete due to difficulties in capturing this information. NCI is working to define a process to augment the existing variable in SEER with information from SEER*MEDICARE which contain MEDICARE billing information for cases ager 65 and older. To achieve this, NCI has convened a working group that includes representatives from SEER registries and NCI to determine criteria for defining treatment variables in Medicare and to investigate how Medicare variables correspond with the information currently collected in SEER. This group also gives guidance on how the variables could be merged with existing variables in SEER. Although this working group is knowable about SEER treatment data, including how the data is currently collected and limitation of the existing data, there is a need for expertise in SEER-MEDICARE data to develop the algorithms that would eventually be used by all SEER registries to augment existing treatment data. The Department of Epidemiology and Biostatistics (DEB), University of Texas Health Science Center at San Antonio provides methodological and content expertise to successfully implement nationally-funded research programs for disease prevention, health promotion, and health policy analysis. The DEB will be performing the tasks described in this contract. The DEB has expertise in use of the SEER-MEDICARE (Surveillance, Epidemiology, and End Results, SEER) data base. They have continued working with the MEDICARE data base to publish in the peer review literature on health services in the U.S. DEB provides the content, informatics and statistical expertise needed to manage and analyze large administrative datasets used for epidemiological and health policy studies, including the SEER-Medicare data. In this capacity, the DEB is currently working with the American Society for Clinical Oncology to provide technical assistance for exploring the use of Medicare data for oncology workforce and treatment studies, which will inform the proposed contract. The department also provides an extensive publication record in the use Medicare, SEER-Medicare and large administrative databases more broadly. DEB has demonstrated expertise in health services and outcomes research, including the extensive use of large administrative databases. They have demonstrated methodological and statistical collaboration throughout all stages of the research process, including consultation on study design, statistical analysis, and provision of exploratory and sophisticated data analysis. The DEB is uniquely qualified to do this work because of their demonstrated expertise in the analysis of SEER Medicare data and experience working with NCI in defining specific billing codes that represent treatment for cancer patients. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 21, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
