Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Surgery Branch (SB), Cancer Center Research (CCR), Medical Oncology Branch (MOB) plans to procure on a sole source basis the brand name MACSQuant Analyzer 10, MACS Mini Sampler, and training from Miltenyi Biotec, Inc, 2303 Lindbergh Street, Auburn, CA 95602. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 90 days from date of award. A critical mission in the Medical Oncology Branch, NCI, is to design and implement pharmacodynamic assays that assess the efficacy of molecular-targeted therapy in engaging the molecular target in patients in NCI clinical trials. It is vital to the success of NCI trials that the efficacy of the therapy be assessed by pharmacodynamic (PD) endpoint analysis. NCI is currently developing and implementing PD assessment of multiple endpoints in 40 clinical trials, in all stages of development, including 31 currently open and accruing trials. NCI's pharmacodynamics assays are written in the clinical trial protocol, patient blood samples are obtained for these assays, as well as tumor tissue and bone marrow aspirates, and are processed, stored, analyzed, and published the results from these assays. NCI now has accrued and has stored more than two thousand samples. For almost every clinical trial that NCI is studying NCI utilized multiparameter flow cytometry. It is an absolute requirement that the Medical Oncology Branch, NCI has it's own flow cytometer to support NCI patient care and NCI clinical research. The Miltenyi MACSQuant Analyzer is the only flow cytometer that can fulfill NCI's requirements. The following salient characteristics apply to the MACSQuant Analyzer: 1) Flow cytometer that can analyze 10 parameters simultaneously. All these parameters need to identify enormously rare but highly significant cells, including circulating epithelial tumor cells (CTC). 2) The footprint/size must be 60x35x40cm 3) Have pre-enrichment column with preparative capability. 4) Have 3 solid state lasers. One laser must have excitation below 410 nm, one between 480 and 490, and one between 625 and 640 nm. 5) Perform pre-enrichment of magnetically-labeled cells and physically isolate these cells in the instrument before flow cytometric analysis. 6) The instrument must measure absolute cell counts without the use of counting beads for cell counting. 7) Have features that permit fully automated processing of samples including sample preparation and labeling, sample mixing and uptake for fluorescence analysis. 8) Have a process for mixing each sample without vibrating the sample and sample holder, so that each sample, as it flows past the lasers, is perfectly aligned for each laser. 9) Have fully automated maintenance procedures that include washing programs before each measurement, automatic priming of the instrument and programs for shutting down the instrument for overnight or long-term storage. No other known manufacturer has a flow cytometer with the salient characteristics listed above. This integration provides a seamless transition from the clinic to the flow analysis. No other flow cytometer has this capability, and this capability is absolutely required for identification of circulating breast, prostate, lung, and other solid tumor cells in patients' peripheral blood. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on August 21, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
