- The Bureau of Land Management, Fillmore, UT has a requirement for the diagnosis and repair or possible replacement of an engine in a CAT 130 Grader. The equipment is currently broken down and is at the Wheeler Machinery in Salina, UT. This is a combined synopsis/solicitation for commercial items and is prepared in accordance with the format in Subpart 12.6 as supplemented with additional information in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC2005-55. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The Solicitation Number for this Request for Quote is L12PS00982. Award will be made to the vendor whose proposal provides the best value to the government, price and other factors considered. Vendors must be regularly established in the business called for and have successfully delivered this type of item in similar quantities in a timely manner to other government agencies. Vendors must be certified CAT service providers and utilize OEM CAT parts for this requirement. Technical and past performance when combined are approximately equal to price. Offers are due not later than 11:59 p.m. MT on August 21, 2012. The NAICS classification for this requirement is 811310 with a small business size standard of $7.0 Million and this requirement is Unrestricted as the initial solicitation yielded no offers from small businesses, which according to FAR 19.502-2, must then be resolicited on an unrestricted basis if the contracting officer receives no acceptable offers from responsible small business concerns, the set-aside shall be withdrawn and the requirement, if still valid, shall be resolicited on an unrestricted basis. Also before setting aside it must be reasonably assumed by the Contracting Officer that offers will be received from at least two small businesses. There was reasonable expectation, but in the light of no offer from a small business the set-aside is hereby withdrawn. Also, the prime contractor is required to do at least 50% of the work with no more than 50% of the work being done by subcontractors. Offerors already providing a proposal need do nothing in this case, as the offers already received shall be considered. Other potential offerors should provide their best value proposal to the government.
