Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION. FAR 6.303-2 1. Agency Contracting activity: The National Park Service, Northern Rockies Major Acquisition Buying Office, Yellowstone National Park intends to award sole source contract to AQUA-PIRE INC. for chemicals used to treat drinking water at Old Faithful Water Plant. 2. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Six months supply of AQUA-PURE Inc. polymer (six 55 gal. drums of aqua-floc 60000 polymer and two 55 gal. drums of 64100 polymer) This is the only polymer that we found that works to remove our arsenic problem at the Old Faithful Water Plant to meet the DEQ clean water act. The cost of this polymer delivered to West Yellowstone, MT will be $4,800.00 3. Sole Source Justification rationale (Check one and explain below): __X_ _Only one responsible source. 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. ______Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. Explain: The Firehole River provides the water for the Old Faithful Water Treatment Plant. This water, presents unique challenges for the plant operators, thermal influences cause the water to have properties not commonly seen in other treatment facilities. Low alkalinity has been a problem in treatment at the plant since it has been on line. The average alkalinity test of around ten does not allow for buffering of most chemicals used in treating surface water. Removal of arsenic is also difficult and coagulants used here must be designed for that purpose. Color in the water is yet another problem and a very specific challenge at the Old Faithful water plant. Dozens of products have been tested here in the past seven years; very few chemicals will work at all. Aqua-Pure, Inc., AF60000 Polymer and AF64100 Polymer have allowed operators to not only be in compliance of the arsenic laws but also allows for efficient operation of the plant. This has resulted in a savings of thousands of dollars in man hours and process waste. Products from other companies continue to be tested at the facility. Coagulants all have unique compositions, testing is a long and costly process but operators are always looking for ways to improve water production. 4. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: The Utility System Operators at the Old Faithful water plant have had salesmen and water technicians from several companies visit the water plant and performed tests (Jar Tests) on the water. This Jar test provides a visual aid to see if the water and chemicals mix correctly to remove the bad particles in the most efficient manner. These tests are repeated every one to two years. To date no other polymer has been able to provide a cost effective product that meets the unique needs of the Old Faithful Water Treatment Plant. Companies that have visited the facility include Thatcher, Sterling Water Tech, Hawkins GFS chemicals, Pristine Water Solutions and Betz Dearborn. 5. Statement of actions to remove and overcome barriers to competition: Operators are always looking for ways to improve water production at the Old Faithful Water Treatment Plant. Operators will continue to monitor, evaluate and research solutions to providing quality drinking water.
