***CORRECTION*** This solicitation is 100% set aside for certified 8(a) Small Business concerns in SBA region IV IAW FAR 19.805. The NAICS code is 238160. The size standard is $14 million. Contractors must meet the size standard to be eligible for award. The Fort Stewart Installation Contracting Office, MICC - Ft. Stewart, intends to issue an Invitation for Bid (IFB), on or about 6/20/2012 on the FedBizOps website at www.fbo.gov. The requirement will be for Indefinite Delivery, Indefinite Quantity (IDIQ) Roofing on buildings Fort Stewart and Hunter Army Air Field, Georgia. Bids will be due approximately 30 days later. The general scope of work includes,: install, replace, or repair flat or angled roofs on Fort Stewart (FSGA) and Hunter Army Air Field (HAAF), GA IAW industry standards and the Army Installation Design Guide. This solicitation will be issued as an Invitation For Bid (IFB), W9124M-12-B-0009, which will result in the award of a single firm-fixed price (FFP) construction contract consisting of a base year and one option period. Guaranteed minimum for this IDIQ is $25,000 for the base year only. The contract performance period is 365 calendar days from date of award. Performance and Payment shall be required for each task order greater than $150,000.00 before the Notice to Proceed on a task order can be issued. The solicitation will be available on or about 8/8/2012 and Bid opening will be on or about 9/7/2012. The IFB, including any amendments, shall establish the official Bid Opening date and time. At this time no Pre-Solicitation Conference is planned for this solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $5,000,000 and $10,000,000 Bids received in response to the IFB will be evaluated in accordance with procedures outlined in FAR Part 14.201-8. An organized site visit will be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid driver's license, current vehicle registration and proof of insurance to obtain a vehicle pass. HOW TO OBTAIN A COPY OF THE SOLICIATION: To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov as well at the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. Downloads are available only through those two websites. Any amendments will only be available from the FBO website. Bidders are responsible for checking the FBO website frequently for any update(s) to this Pre-Solicitation Announcement, IFB or amendments to the IFB. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for a bidders inability to access the document at the referenced websites. Due to an upgrade of the Federal database systems, Contractor Registration (CCR) system and Online Representations and Certifications Application (ORCA) have been combined into the System for award Management (SAM) which can be accessed through https://www.sam.gov/. Contractor's are still required to be actively registered in the system and all CCR data and ORCA data must present in order to award. Paperless File System: MICC-Fort Stewart is operating a paperless contracting file system. A minimum of one copy o each document submitted to the contracting office shall be in an electronic format. Acceptable formats are PDF, DOC(x), XLS(x), TXT, JPG and XPS. All submissions shall include one (1) CD with all required documents and one (1) paper copy of each bid.
