- This procurement is UNRESTRICTED. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request For Proposal for a firm fixed price services contract for Long Draw Fire Stabilization Cultural Resource Inventory. Work includes complete Class 3 surveys (100%) on 66,000 acres located in remote part of southeastern Oregon. Fully document all archaeological and historic properties identified on appropriate forms. Perform site updates on 43 previously recorded sites within fire perimeter (collect GPS data, described changes in resource condition, photo documentation). Capture spatial data for all cultural resources identified using survey grade GPS equipment. Prepare all survey and site reports generated by the inventory for submission to the Oregon State Historic Preservation Officer (SHPO). Recommend project design elements to protect identified resources. The project area is located in a very remote area, approximately 20 miles north of McDermitt, Nevada. Lodging accommodations in proximity to the project are extremely limited. Camping may be required. The contract completion date is December 1, 2012 unless an alternate delivery date (not to exceed December 1, 2012) is proposed. Proposals with alternate delivery dates will be evaluated first for award. If no alternate delivery dates/schedule are proposed, all other offers responsive to the required completion date of December 1, 2012 will be considered and evaluated. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors are Past Performance and Technical Experience where technical/non-price evaluation factors, when combined, are significantly more important than price. The solicitation is anticipated to be issued on or about August 22, 2012.
