- NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for the following Commercial services: The contractor shall furnish all necessary labor, materials, supplies, equipment, and transportation for loading and removal of solid waste at the GRC Lewis Field located in Cleveland, OH, and the segregation, sorting and transportation of all recyclable materials both at Lewis Field and GRC Plum Brook Station located in Sandusky, OH. This procurement is being posted to allow Full and Open Competition. The NAICS Code and Size Standard are 562111 and $12.5 M, respectively. The anticipated release date of RFP is on or about August 17, 2012 with an anticipated proposal due date on or about September 17, 2012. Period of Performance: The anticipated contract shall contain a twenty-three month base period plus three one year options. The total contract shall not exceed five years. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted in writing via email to scott.d.haumesser@nasa.gov not later than September 10, 2012. Telephone questions will not be accepted. A site inspection visit is scheduled for 10:00 am (Local Time) on August 29, 2012. Participants will meet at the NASA Glenn Research Center (GRC) Main Gate, Building 154. GRC is located at 21000 Brookpark Rd., Cleveland, Ohio 44135. All interested offerors are urged and expected to inspect the site where waste removal services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The site will NOT BE OPEN FOR INSPECTION AT ANY OTHER TIME, unless authorized by amendment to this solicitation. All interested offerors are required to sign - in at the GRC Main Gate at least 30 minutes prior to the site showing. All offerors are required to have a VALID Ohio State Identification with picture or two forms of identification, one of which shall be a picture identification, in order to sign in at the GRC Main Gate. Company representation shall be limited to a maximum of two (2) people. Company representatives shall be U.S. Citizens. Companies are required to e-mail the names of the persons that will be attending the site showing to scott.d.haumesser@nasa.gov by August 21, 2012.
