- The National Institute of Standards and Technology (NIST) has a requirement for an upgrade of an Applied Biosystems 5500xl (SN 23315-005) to 5500xl W w/ PC upgrade performed by an Applied Biosystems Service Engineer, an Applied Biosystems Library Builder System with Applied Biosystems Service Engineer install, and a 1 yr Applied Biosystems (AB) Assurance Plan for the 5500xl W upon completion of warranty period and carry over from 5500xl Assurance Plan to be used in the Material Measurement Laboratory at NIST, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. This solicitation is a Request for Quotation Proposal (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to michael.szwed@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is Full and Open Competition. All offerors shall provide a quotation for the following line items: Line Item 0001: One (1) Upgrade of Applied Biosystems 5500xl (SN 23315-005) to 5500xl W with PC upgrade by certified Applied Biosystems (AB) Service Engineer Line Item 0002: One (1) Furnish and install an Applied Biosystems Library Builder System with Applied Biosystems certified Engineer Line Item 0003: One (1) One year Applied Biosystems (AB) Assurance Plan for 5500xl W upon completion of warranty period and carry-over from 5500xl Assurance Plan. Background The Multiplexed Biomolecular Science Group (MBSG) conducts research in all aspects of measurement science, technology development, and standards for measurements where biological state is related to the contemporaneous levels of many biomolecules; establishes methods for asserting traceability, assessing measurement uncertainty, and validating measurements for multiplexed measurands; establishes approaches for measurement assurance of multiplexed and multivariate measurands, including standards and methods development; participates and leads relevant standards organizations and international bodies to develop and promulgate standards for and approaches to multiplexed and multivariate measurement assurance; develops multiplexed metrology for all facets of biochemical science, including clinical, pharmaceutical, biological and biomedical research, forensic, and homeland security applications. To meet its mission, the MBSG needs to upgrade its existing Applied Biosystems5500xl to a 5500xl W instrument with 1 year Applied Biosystems (AB) Assurance plan and procure the supporting Applied Biosystems Library Builder System. Minimum Requirements: Statement of Work: The system shall meet or exceed the technical specifications and scope of work identified below. All items must be new. Used or remanufactured equipment will not be considered for award. This request by the NIST Multiplexed Biomolecular Science Group is for Applied Biosystems (AB) instrumentation and service. Potential, and priority, sources for the goods and services are supplied in the Market Research document. The new instrumentation is expected to reduce hand-on time for sequencing experiments and reagent costs while increasing efficiency and throughput for various Ultra High Throughput Sequencing RNA and DNA applications. The AB Assurance Plan provided by Applied Biosystems for 5500xl W instrumentation provides extended service coverage to cover the upgraded 5500xl to 5500xl W following the end of the warranty period and carry-over coverage from the 5500xl. The Contractor shall provide and install the following Applied Biosystems part numbers or equivalent that are being requested: Instrument / Service Applied Biosystems Part Number Upgrade of 5500xl (SN 23315-005) to 5500xl W w/ PC upgrade by AB Service Engineer 4476634 Library Builder with AB Service Engineer install 4463794 1 yr AB Assurance Plan for 5500xl W upon completion of warranty period and carry over from 5500xl Assurance Plan ZG11SC5500XL The following are the salient characteristics of the instrumentation parts and service required by NIST: Applied Biosystems 5500xl W with PC upgrade • Existing NIST owned Applied Biosystems 5500xl and PC will be retrofitted for upgrade to 5500xl W • Existing NIST owned PC components and software will be upgraded to support instrument control, measurements and analysis with the 5500xl W instrument. • Generates sequencing templates on-instrument and does not require use of templated beads for sequencing. • Capable of generating reads of at least 50 bp in length using SOLiD chemistry • Capable of 120 Gb through put when run at capacity • Allows for multiplexing of 96 individual DNA or RNA libraries using unique identifiers or barcodes validated by Applied Biosystems • Flexibility to sequence multiple library types simultaneously on the same flowchip • Minimum 3 month warranty in addition to carry over coverage from the Applied Biosystems 5500xl Assurance Plan • Instrument installation and training will be provided by Applied Biosystems Service certified Engineer and Applications Specialist on-site at NIST. • Expected delivery = 6 weeks following award 5500xl W Applied Biosystems (AB) Assurance Plan will include the following: • Plan effective date will begin when 3 month warranty period is completed and carry-over from 5500xl AB Assurance plan ends. • An annual preventative maintenance (PM) visit from the contractor to NIST to certify the instrument is functioning within the AB's specifications. This visit must be scheduled in advance with an authorized NIST technical staff. • Should the instrument malfunction at any time within the one year contract all costs associated with parts, labor, and travel will be the responsibility of the contractor. • Repairs and PM will be performed on-site at NIST by an Applied Biosystems certified technician. • All parts will be OEM parts • In the event that a repair on-site is not possible and parts need to be sent, shipment and responsibility of replacement parts/loaner equipment to and from the contractor will be provided at the expense of the contractor • Time frame for service and repairs will be as follows: o Initial response to call for service- phone contact within 48 hours o On-site repair and or evaluation within 1 week of phone contact o Repairs will be completed within 2 weeks of initial on-site evaluation • In the event that the repair takes longer than 2 weeks NIST reserves the right to request loaner equipment to maintain productivity Applied Biosystems Library Builder System • Instrument capable of preparing libraries using Applied Biosystems SOLiD TM barcodes and adaptors for the following sequencing systems: Life Technologies PGM, Applied Biosystems 5500xl W, 5500xl and SOLiD 4. • Nucleic Acid Input Mass 10 ng -5 ug • Prepares 13 libraries per run • Capability to perform the following steps in Whole Transciptome RNA Library preparation: o Hybridization and ligation of SOLiD Adaptors to RNA fragments o Reverse transcription using SOLiD Adaptor priming sites o Size selection (100-150 bps) of cDNA libraries • Capability to perform the following steps in DNA Fragment Library preparation: o End polish DNA following fragmentation o Size selection (100-250 bps) of DNA fragments o Add dA-Tail to size selected DNA fragments o Ligate SOLiD adaptors and/or barcodes to DNA fragments • Instrument will come with a 1 year warranty period • Instrument installation and training will be provided by Applied Biosystems certified Service Engineer and Applications Specialist on-site at NIST. • Expected delivery = 6 weeks following award Period of Performance The period of performance shall be 14 months from award of this requirement. Place of Performance All work shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Government Furnished Property NIST will provide 5500xl (SN 23315-005) for upgrade to 5500xl W. AB Assurance Plan for 5500xl W upon completion of warranty period and carry over from 5500xl Assurance Plan One One Assurance Plan takes effect after the 3 month warranty and carry-over coverage from 5500xl ends Performance Requirement Summary The NIST point of contact (POC) will confirm that the performance specifications in scope of work are met by stated Applied Biosystems specifications provided by an AB certified Service Engineer at the time of installation. All new and upgraded instrumentation will meet Applied Biosystems stated specifications for instrument operation and performance prior to acceptance by the NIST POC. NIST POC will be provided with specifications and installed instrument performance measurements at the completion of installation or upgrade. Travel Travel to the NIST, Gaithersburg, MD campus is required. All travel costs associated with install, upgrade and maintenance or repair, as covered by the Applied Biosystems Assurance Plan or warranty, will be the responsibility of the contractor. Contractor's Minimum Qualifications The Contractor shall provide OEM certified personnel to upgrade 5500xl instrument, install the Library Builder system and to perform warranty and Assurance plan related repairs and maintenance The system shall be upgraded by the contractor and meet contract specifications no later than 6 weeks from the award date. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration and training shall be done at NIST, Gaithersburg, MD- Building 227 Room A262. Express Warranty The contractor shall warrant the Library Builder system for a period of one year and the 5500xl W for 3 months. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government. Refusal to register shall forfeit award. Due Date for Quotation Venders shall submit their quotations electronically via Federal Business Opportunities thru the FBO Bid Module for this requirement not later than 11:59 a.m. Eastern Time on Thursday, August 23, 2012. FAX quotations shall not be accepted. E-mail quotations shall not be accepted. Quotations shall not be deemed received by the Government until the quotation is entered into the FBO Bid Module set forth above. Addendum to FAR 52.212-1, Quotation Preparation Instructions 1) Price Quotation: The vender shall propose a firm-fixed-price, preferably FOB Destination, for CLIN. 0001 - 0003. Price quotations shall remain valid for a period of 60 days from the date quotations are due. 2) Technical Quotation: The vender shall submit technical information with pricing information. The technical quotation shall address the following: Technical Capability: The vender shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The vender must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature and include Warranty: terms and conditions. If applicable, evidence that the vender is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. The quote shall acknowledge that NIST will not store the equipment onsite before it is installed. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a vender submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the venders FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Award shall be made to the quotation whose product meets or exceeds the technical specifications and is the lowest price. Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the quote has demonstrated that its proposed quotation meets or exceeds all minimum requirements. Quotations that do not demonstrate they meet the Scope of Work on all requirements will not be considered further for award. If a vender does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. The Quote must have documentation from Applied Biosystems (AB) that a certified AB Engineer will perform the upgrade and service to the equipment. Price: The Government will evaluate price for reasonableness. Non-Governmental Acquisition Support The Government may utilize non-Governmental acquisition support for processing of quotations submitted in response to this solicitation. These individual(s) will have access to the quotation information and will be assisting the Contracting Officer in the procurement process by performing services including, but not limited to, preparing the quotations for submission to the technical evaluators, performing past performance checks, and preparing award documents. An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. V. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. Upgrade and AB Assurance Plan This request involves the upgrade and service of the NIST owned Applied Biosystems 5500xl instrumentation. Applied Biosystems is the only manufacturer that can fulfill this request because they are the sole manufacturer of the SOLiD TM technology and 5500xl/ W instrumentation and have access to proprietary technology (hardware/software) and knowledge that is critical and essential to the upgrade and service of the 5500xl/ W instruments. Applied Biosystems only certifies their engineers to work on their instrumentation. Having certified personnel for installation, training and service is critical to maintaining the integrity of the instrument and thus NIST measurements. Applied Biosystems Library Builder The Applied Biosystems Library Builder System supports the construction of compatible libraries for sequencing on the Applied Biosystems 5500xl and 5500xl W. The Library Builder is the only system that can produce whole transcriptome libraries compatible for sequencing on NIST owned instrumentation. Applied Biosystems 5500xl is proprietary equipment that requires an Applied Biosystems certified Engineer to perform the equipment upgrade. VI. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. VII. A determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. The anticipated cost to the Government will be fair and reasonable because it is expected that the solicitation will successfully obtain sufficient competition among authorized resellers/business partners of Applied Biosystems. The contracting officer will conduct a price analysis to ensure that the prices are fair and reasonable before an award is made. VIII. A description of the market research conducted and the results or statement of the reason market research was not conducted. Web based and direct contact market research was conducted for all requests with the following conclusions: Applied Biosystems 5500xl to 5500xl W upgradeand AB Assurance PlanMarket research was conducted and it was found that Applied Biosystems and its resellers are the only source that can provide the upgrade per Applied Biosystems. Applied Biosystems engineers are the only servicers that have access to proprietary knowledge, parts and software required for the upgrade. Furthermore, AB Engineers are the only technicians certified to work on Applied Biosystems instrumentation. Market Research indicated Applied Biosystems has authorized resellers. Applied Biosystems Library Builder Similar type systems were found however none could perform all the requirements critical to the mission of the Multiplexed Biomolecular Sciences.
