- This project is located in Laredo, Texas and is set-aside exclusively for small business firms with NAICS Code 238210. The General Services Administration (GSA) shall only issue the solicitation for this project in an electronic (PDF) format. The General Services Administration (GSA) is soliciting proposals on behalf of the DHS/CBP for a Design/Build project called World Trade Bridge Security Upgrade and Security/Weather Protection for Juarez/Lincoln and World Trade Bridges. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision to accomplish the work, as noted below. The work includes but is not limited to the following: Furnish and install eight (8) new fixed CCTV cameras Furnish and install seven (7) new fixed mini-dome CCTV cameras Furnish and install fourteen (14) flush mounted weatherproof microphones Furnish and install two (2ea) 16-channel DVRs with 1TB Memory for each sixteen (16) cameras. Furnish and install four (4ea) new 32-inch, High-Definition, Widescreen LCD Monitors. Furnish and install Duress buttons and strobes Furnish and install all mounting systems, camera mounting brackets, security equipment racks, security equipment cabinets, conduit raceways, and cabling as well as power wiring for cameras. All wiring from devices shall be homerun to security cabinet. Provide UPS backup for power circuits to cameras. Furnish and install Window/opening coverings for cold weather protection at the Laredo Bridge 2 Kennel #2 Building and the Laredo Bridge 4 Kennel Building, Laredo, TX and security cameras, monitor, and DVR at the Laredo Bridge 2 Kennel #2 Building and the Laredo Bridge 4 Kennel Building, Laredo, TX. The magnitude of this construction project is estimated to be between $100,000.00 and $250,000.00. The solicitation will be issued on or about 8/23/2012 with a proposal due date on or about Monday, 9/24/2012. A pre-proposal conference will be held Wednesday and Thursday, 9/12-13/12 at 11am and 9am respectively. The pre-proposal conference will be held at the U.S. LPOE, WTB #4, 715 Bob Bullock Loop, Laredo, Texas 78015, Cargo Building (Conference Room). An RSVP is requested from all attendees so sufficient materials will be available for distribution. Attendance at this conference is considered to be vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Attending this conference is not mandatory but failure to attend the meeting may not be used as an excuse for omissions and miscalculations in offers. Insurance verification and Performance and Payment Bonds will be required following award, pursuant to the Miller Act. The required Design completion date is forty-five (45) calendar days, commencing one (1) day after the design notice to proceed (NTP) is issued by the GSA Contracting Officer. Upon GSA acceptance of the final design, a construction notice to proceed (NTP) will be issued. The required Construction completion date is ninety (90) calendar days, commencing one (1) day after the construction full notice to proceed (NTP) is issued by the GSA Contracting Officer. Liquidated damages will be incurred for each day of delay beyond the total time allowed for this project. Liquidated Damages for this Project will be five-hundred dollars ($500) per calendar day of delay.
