- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION. (1)Identification of the agency and the contracting activity: The National Park Service, Northern Rockies Major Acquisition Buying Office, Yellowstone National Park awarded a sole source Unusual and Compelling Urgency contract to Bozeman Ford. (2) Nature and/or description of the action being approved: Repair of Yellowstone National Park Ambulance. (3)A description of the supplies or services required to meet the agency's needs (including the estimated value). Repair of the High Pressure Fuel System. Requires removal of transmission, all exhaust piping and turbo assemble. Includes the complete replacement of all fuel system components due to contamination. Estimated cost of $9,500.00 (4)An identification of the statutory authority permitting other than full and open competition. Sole Source Justification rationale (Check one and explain below): ______ Only one responsible source. 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. ___X__ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. Citations: 10 U.S.C. 2304(c)(2) or 41 U.S.C. 253(c)(2). Unserviceable ambulances significantly increase response time to injured or sick patients. (5)A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. The vehicle is currently covered by the manufactures warranty. All repairs will be completely in compliance with the Ford Motor Company Warranty protection plan. (6)A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. Bozeman Ford is the closes authorized warranty repair facility to Yellowstone National Park, WY. (7)A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. All material cost were compared to published price list. Material prices quoted were provided at the whole sale price. Labor prices were compared to other authorized warranty repair companies in Montana and Idaho. The number of hours to accomplish the work was based upon a Government estimate and publish repair guide. (8)A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. Vehicle is currently covered by the manufactures warranty. Due to the urgent public safety, the closest authorized repair company was contacted. (9) Any other facts supporting the use of other than full and open competition, such as: (i) Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. Not applicable. (ii) When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived. Not applicable. (iii) When 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government. Repair unserviceable ambulance-high pressure fuel pump and associated equipment failure due to contamination. Estimated at $9,500.00. Return the vehicle to serviceable status without voiding the manufactures warranty, so that the vehicle is available to provide emergency services support. (10) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. We have 2 ambulances in Yellowstone National Park, YNP, in need of repairs. Total of 7 ambulances cover 2.2 million acres, 466 total miles of paved roads, 2000 + rooms/cabins and 2200 campsites. There are 7 major developed areas in YNP and one ambulance at each area, with backups at Old Faithful and Lake. There are 3 clinics in YNP that generate patients that need to be transported out of YNP to Hospitals. Peak summer visitation begins in June and ends in September. Annually 1,452,292 people visit YNP. There are not major or midsize cities near the YNP boundaries to provide ambulance services. Average ambulance transports required 2+ hours one way to a hospital. Unserviceable ambulances significantly increase response time to injured or sick patients. The Park averages 730 medical responses per year and 500 ambulance transports. Approximately 75 percent of the ambulance transports are in the summer. (11) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief.
