- 1.0Introduction: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web based, electronic resources Web-scale Discovery System product that will be made available throughout the VHA healthcare system. VHA's goal is to insure that the VA Library Network (VALNET) makes available at all sites the minimum of a high functioning, fully integrated, Web-scale Discovery System to present in one search return and organize access to e-journals, aggregated e-journal databases, e-books, e-books packages, and other aggregated e-resource database products. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. Contractors having the skills and capabilities necessary to perform the below stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum that addresses the above information. In response to this Sources Sought, interested contractors shall submit the following information to Jonathan Chisholm via email at jonathan.chisholm@va.gov. Provide the following information: A.Company Name and Address B.Company DUNS # C.Company point of contact, telephone, and email address. D.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? E.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. F.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. G.Past Experience - Provide the following information on three similar projects completed within the last three years for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project, including difficulties and successes e.Your company's role and services provided for each project. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to firm a binding contract. Responders are solely responsible for all expensed associated with responding to this Sources Sought. Performance Period: One year award 1.1Objectives The desired goals of the nationwide provision of a commercial Web Based Discovery System Product are as follows: 1.1.1Providing access nationwide to an e-resources management system in the form of a Web Based Discovery System Product. 1.1.2Initiating a nationwide, centralized purchase to capitalize on the economies of scale offered by vendors. 1.1.3Negotiating one license/contract to decrease the current contracting and reviewing efforts that are required at the facility and/or VISN level and thereby avoid the costs and workload associated with multiple procurements. 1.1.4Making this Integrated Web-scale Discovery System Product available through CPRS (Computerized Patient Record System), the VA's Electronic Health Record, nationwide to insure consistent access at the bedside for all VHA health professionals and staff. 2.0Scope of Work: 2.0.1The vendor will provide requiring sites on the VHA network with access to a Web-scale Discovery System web-based product. Currently, the number of baseline urls has not been determined but will not exceed 150. 2.0.2Authentication will be through IP address validation, Athens authentication and management (EDUSERV), username and/or password, and any combination of these authentication methods on an enterprise basis. 2.0.2An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product or an alternative access via Athens. 2.0.3The product must also provide a means for interoperability of the separate baseline urls that will allow all VA sites to be able to view the resources of all other VA sites. The system will also provide a means by which data and datasets can be pushed and pulled by a master administrator account. 2.0.4(Key element) A commercially available web-scale Web-scale Discovery service that pre-indexes all content into a single unified index without reliance on federated search technologies, XML/API feeds or third party metadata services. 2.0.5A hosted service with architecture specifically built for web-scale Web-scale Discovery; provided via a Software as a Service model ensuring that all customers are provided instant upgrades to the latest features as they are released. 2.0.6Rights management and local holdings information that are controlled and managed by the library via a knowledgebase which is accessed through a web-based administrative module. 2.0.7Indexes local versions of MARC records as well as complete local collections and institutional repositories (on any platform), while allowing the library to custom map how local collections will display in the service. 2.0.8Provides semantic autocomplete functionality provides search suggestions and added reference content. 2.0.9Contextual faceting whereby certain facets only appear to users when the user selects criteria making those facets relevant to the query - such as author, genre, time period and region. 2.0.10A database recommendation feature to point users out of the Web-scale Discovery System service to more specialized resources and native databases. 2.0.11The ability to navigate large results sets by including and excluding any combination of multiple facets and limiters without having to select and update one at a time. 2.0.12The ability to create and provide disciplined scoped search boxes. 2.0.13Records are enriched with peer review data from Ulrichsweb.com for accuracy and are not dependent on the accuracy of peer-review designations from individual vendors. 2.0.14Records are enriched with Web of Science citation count information which displays cited by information for Web of Science subscribers allowing them to preview links to citing works. 2.0.15Contains freely accessible content from digital collections and institutional repositories; these include image collections and other valuable content. 2.0.16LibGuides and Research guides are indexed and discoverable in context with preserved tab structures for easy navigation to the source guides. 2.0.17Offers a mobile interface including all refinement options, facets, limiters, advanced searching and 'did you mean' spelling functionality. 2.0.18Offers an API (application programming interface) that allows libraries to completely customize search interfaces. 2.1Information Scope The product must include: 2.1.1An ability to brand the user interface with VA specific.html,.asp or other web based code. The product will have a mechanism on the VA administrator's function to enter and change significant portions of the vendors interface. 2.1.2Ability to upload the e-resources datasets into Linkout. 2.1.3Usage statistics must be on demand and available by individual product, database, and other e-resources levels that breakdown usage level by each interface subscribed. 2.1.4Compatible with Athens. 2.1.5Ability for a master administrator and additional secondary administrator rights must be available. 2.1.6Within the branding, the product must allow for advanced webpage design including ability to include images in multiple formats, jpeg, gif, etc. 2.1.7A mechanism for including and updating local library print collections. 2.2Usability 2.3.1Navigation within the system is logical and is easy to use. There is fast access to e-books, e-journals and databases. 2.3.2The product has "user friendly" help and direction aids. 2.4Currency 2.4.1The product undergoes continued enhancement and e-resource access products as existing e-resources or newly developed e-resources. 2.5 Access, content, support 2.5.1Product is 508 compliant. (http://www.section508.gov/) 2.5.1.1If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR 2.5.1.2. If product is not 508 compliant and vendor must describe why no work is being done to make it 508 compliant. 2.5.2Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. 2.5.3An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer throughout VHA. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS. A username and/or password option must be offered for remote users if needed. 2.5.4The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.5.5The product is compatible with the Windows environment. 2.5.6All site content and support of the web site is the responsibility of the contractor. However, VA administrators will have access to change and develop the branded areas of the website themselves. This includes tech support to VHA users nationwide. 2.5.7System downtime is minimal and VA project manager is notified when such occurs. 2.5.9This product must work independently from the VA computer network system. No software will be loaded onto the VA networked computers in order for this product to function. 2.5.10Single point of contact for customer service issues is assigned to VA. 2.5.11Questions are responded to within two business day. 2.5.12On demand usage statistics are available to the system administrator on an enterprise and individual level. 2.5.15The contractor should offer training services. On an as requested basis, training session (web-based or live) will be set up to train VHA staff on use of the product. Specialized training sessions may be requested for VA library staff. 2.5.16The vendor will also provide a list of functionalities not included in this SOW that the product provides its end users and administrators. 2.5.17The product will have the capability of adding public notes to each resource. If the database or e-resource package includes multiple e-journals/e-books, adding a public note at the e-resource level will automatically add to the title level. 2.5.18Vendor must provide an assigned VHA technical representative to assist library personnel with customer service, training, technical support, and other needs in order to optimize the functionality of this product fully. The vendor must supply the name, resume, and description of personal skills and technical background that makes this person qualified to act as a technical representative to VHA libraries. The representative also must hold an MLS or similar degree related to library and information services, previous experience in working in a library is highly desirable.
