Description
This is a Special Notice. The Mission & Installation Contracting Command-Fort Drum intends on procuring the service of Aerially applying chemical herbicide to restore line-of-sight on various live fire ranges and the Main Impact Area. Aerially delineate sensitive areas using an aerial paint marking device/technology prior to application of herbicide. The proposed action will be implemented on approximately 2192 acres of degraded live fire ranges and impact area on a sole source basis to Crop Production Services, Timberland Division. The Fort Drum Range Branch annually contracts for herbicide application to control woody vegetation encroachment that impedes line-of-sight to live fire range targets and impact area targets. The majority of treatment sites are in areas designated Off-Limits to personnel due to the presence of unexploded ordnance, necessitating that the application occur by aerial means. The Fort Drum Environmental Division requires that all aerial treatment units be marked with non-toxic paint prior to spraying in order to minimize the risk of inadvertently applying chemical herbicides onto adjacent sensitive environmental areas. The only aerial paint marking known to the Fort Drum Range Branch is TimberMark, a proprietary technology of Crop Production Services (CPS, Patent Number 09/692,760). Interested parties may identify their interest in, and capability to respond to future requirements of this nature by submitting documentation indicating their capabilities and qualifications to the identified point of contact no later than 21 August 2012.
