ATTACHMENT 3 METHODOLOGY ATTACHMENT 1 PWS ATTACHMENT 4 ATTACHMENT 2 SDS THIS REQUEST FOR INFORMATION (RFI) IS BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Marine Corps System Command (MARCORSYSCOM) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. You are advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this RFI, and any subsequent solicitation. The MARCORSYSCOM Product Manager Emergency Response Systems (PdM ERS) is conducting a market research to determine the commercial availability of supplies, services and technology to implement the Land Mobile Radio (LMR) Eastern Region Infrastructure (ERI) on Marine Corps Bases, Posts and Stations (BPS) within the Eastern Region of the Continental United States (CONUS). The Government is seeking documentation, white papers, concentrations, and technology information to support the LMR ERI for the United States Marine Corps (USMC). Specifically, the objective of this RFI is to receive assistance and comments regarding: • Determining life cycle sustainment approaches and price information • The Government's process with respect to timelines, reviews and testing in acquiring the prime mission product • Open standards integration of multiple vendor radio subscriber units and other emergency response systems (such as computer aided dispatch and dispatch consoles) • Information such as power, HVAC, space, and other considerations for non-Radio Frequency infrastructure (i.e. towers and shelters) Furthermore, the LMR ERI is one segment of Enterprise Land Mobile Radio (E-LMR (Slice)). To be considered, the LMR ERI response shall include technical concepts, system documentation, capabilities documentation, Information Assurance (IA) and security measures and devices, and other provided support articles. The LMR ERI response can also include documentation relating to planning, engineering, transitioning, cutover, software, hardware, and interfaces for operational fielded systems, migrations, and concepts deployed within the Department of Defense (DoD), Federal Agencies, State and Local Governments, and other entities, to be considered. Responses shall explain in detail: 1) The contractor's technical understanding and approach in performing EFIST and training for design, engineer, furnish, install, secure, test and make operational, a multichannel, multiple site, digital, trunked ultra high frequency (UHF) P25 Phase I FDMA LMR system with 9600-baud control channel and Advanced Encryption Standard (AES) encryption that is software upgradeable to Phase II Time Division Multiple Access (TDMA) standards via software-only modification. Additionally, the Contractor shall provide options to incorporate P25 Over-the-Air Rekeying (OTAR) and Over-the-Air Programming (OTAP). This system will operate in the 380-399MHz range at fifteen (15) LMR radio frequency (RF) sites located on seven (7) different Marine Corps BPSs described in the PWS in accordance with standards outlined; 2) The contractor's specific and unique experience in performing EFIST and training for design, engineer, furnish, install, secure, test and make operational, a multichannel, multiple site, digital, trunked ultra high frequency (UHF) P25 Phase I FDMA LMR system with 9600-baud control channel and Advanced Encryption Standard (AES) encryption that is software upgradeable to Phase II Time Division Multiple Access (TDMA) standards via software-only modification. Additionally, the Contractor shall provide options to incorporate P25 Over-the-Air Rekeying (OTAR) and Over-the-Air Programming (OTAP). This system will operate in the 380-399MHz range at fifteen (15) LMR radio frequency (RF) sites located on seven (7) different Marine Corps BPSs described in the PWS in accordance with standards outlined; 3) A Rough Range of MagnItude (ROM); 4) The contractor's comments to the draft PWS, SDS, and Communications Infrastructure Analysis Report; 5) A reference list of similar and related DoD contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; 6) The contractor's company profile including but not limited to address, POC, phone, fax, email, DUNS, Cage Code, Business Size. 7) Cite existing GSA or other Government contracts, if applicable. Contractors shall sturcture their responses to coincide with the numbering detail above. No section shall exceed 10 pages maximum. Attachments 1, 2, and 3 are provided for reference and background information. The respondents shall use Attachment 4 to submit their comments on the draft Performance Work Statement (PWS) and System Design Specification (SDS), and Communications Infrastructure Analysis Report for Market Research. Comments in the form of questions will be taken into consideration but not answered during the RFI process. Responses not adhering to the required format will not be accepted. Attachments: (1) Draft LMR ERI PWS (2) Draft E-LMR (Slice) SDS (3) Communications Infrastructure Analysis Report (4) LMR ERI RFI Comments Contents 1.0 Emergency Management Command and Coordination (EMC2) 2.0 Enterprise Land Mobile Radio (E-LMR) Slice 3.0 Land Mobile Radio (LMR) Eastern Region Infrastructure (ERI) 4.0 Comments on the Request for Information (RFI) 1.0 Emergency Management Command and Coordination (EMC2) Installations throughout the United States Marine Corps (USMC), within the Continental United States (CONUS) and Outside CONUS (OCONUS), have a variety of Emergency Management Command and Coordination (EMC2) assets at different stages of capabilities. Marine Corps Requirements Oversight Council (MROC) DM 20-2010 validated the need for EMC2 acquisition efforts in the form of Consolidated Emergency Response System (CERS) and a portion (the "slice") of E-LMR that supports First Responders within populated areas of the BPS. A First Responder is defined as fire department, emergency medical service (EMS), and law enforcement IAW EMC2 oversight council direction. 2.0 Enterprise Land Mobile Radio (E-LMR (Slice)) The purpose of E-LMR (Slice) is to support the Concept of Operations (CONOPS) for EMC2 by providing Marine Corps First Responders with the interoperable, secure (Controlled Unclassified Information (CUI)), reliable, survivable, and versatile RF wireless communication network that will overlay populated Marine Corps installation areas, off-base military controlled housing areas and transportation routes to and from these areas. The E-LMR Slice system includes Radio Frequency (RF) and data network infrastructure. This includes the Radio Frequency Sub-System (RFSS), RF repeater sites (towers, shelters, power and grounding, and environmental control), transmission lines, transmission systems, encryption key management systems, information/network management systems, physical security, information security (hardware and software), radio-telephone interconnect capability, and log recording equipment. It is envisioned to be a commercial off-the-shelf (COTS) equipment integration without a hardware or software developmental stage. E-LMR Slice is that portion of the E-LMR system that will support Marine Corps BPS First Responders daily, emergency, and All-Hazards operations. Marine Corps BPS First Responders area of responsibility includes public, private venture (PPV) housing areas and main population areas as well as the access to these areas. Continuity of Operations (COOP) planning and Information Assurance (IA) compliance (e.g. DIACAP and encryption) are required. 3.0 Land Mobile Radio (LMR) Eastern Region Infrastructure (ERI) The LMR ERI is a subset of E-LMR (Slice) consisting of Base, Regional and Enterprise level operations. At the base level, radio dispatch and subscriber calls, audio recording and repeater/site management/monitor and control activities will be conducted. The regional level will provide cryptographic key management, system level management, and infrastructure restoration services. The enterprise level will control the USMC Global Enterprise Fleet-map (UGEF), coordinate and engineer RF control-channel plans, provide enterprise key generation and distribution to Marine Corps BPS regions, manage enterprise databases, manage network configuration and topology, provide enterprise-wide COOP planning and ensure IA compliance (e.g. DIACAP and encryption). The LMR ERI must provide coverage for populated Marine Corps installation areas, off-base military controlled housing areas and transportation routes to and from these areas. Additionally, the LMR ERI must support narrowband trunked and conventional LMR operations for both clear and encrypted voice as well as mobile data services. The LMR ERI will be compliant with the Association of Public Safety Communications Officials International (APCO) Project 25 (P25) suite of standards and all applicable Department of Defense (DoD) information assurance, interoperability, and spectrum utilization requirements. The LMR ERI is comprised of seven (7) identified Marine Corps BPSs, with fifteen (15) identified potential repeater sites on USMC or other federal property, and one enterprise node with a COOP requirement. Site surveys have been conducted by the Marine Corps for potential repeater sites and detailed engineering documents will be provided for those sites. These site surveys are considered Government Furnished Information but the government does not assert that these are the only sites available to an interested party. Additional information and details can be found in the Attachment 1, Draft PWS and Attachment 2, Draft SDS. 4.0 Comments on the Request for Information (RFI) The respondents shall use Attachments 3 to submit their comments on the draft RFP and SDS for Market Research. Technical comments in the form of questions will be taken into consideration but not answered during the RFI process. Any questions, other than technical, shall be in writing and are due no later than August 21, 2012 at 2:00PM PST Attachment (4) was specifically designed for comments regarding the PWS, SDS, and Communications Infrastructure Analysis Report. All responses to this Market Research are due no later than September 13, 2012 at 2:00PM PDT.
