- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans' Affairs, Service Area Office East (SAO East), is conducting market research for training in the area of Human Resources Hiring Flexibility for the HR Professional (2 Day Course). The intent is to award a Firm Fixed Price contract via FedBid. The specifics are as follows: Vendor would be expected to deliver an off-the-shelf course on Hiring Flexibilities; this includes but is not limited to: Providing an overview of Federal Human Resources, Provide an understanding how the Merit Principles relate to Federal Hiring, Provide an understanding how to Research Federal Rules, Regulations and Laws, Reshape the HR Specialist focus from HRS to HR Consultant, Help identify and apply the appropriate Position Descriptions-Job Analysis-KSAs in the recruitment process, Provide guidance in learning the various Recruitment strategies - internal/external recruitments, Provide an understanding on how to recognize the Competitive vs. Non-Competitive in the Merit Promotion process, Provide how to identify Excepted Service individuals or actions, Provide how to identify and understand Veterans Preference in Federal Hiring and How to recognize Hiring Authorities and how to make the right choice. The vendor shall provide all necessary training materials, equipment and shall produce, assemble (and arrange for transport to classroom location) participant and trainer materials; including but not limited to rosters, evaluation forms, audio/visual materials, participant guides in sufficient number for attendees, markers, handouts, and exercise materials. The course materials shall be of professional quality and free of errors or outdated reference materials. The vendor shall provide computer equipment (if necessary) for all training. Participant material packet should contain a table of contents; an agenda; a list of organization-specific and federal regulations and policies; a reference list of manuals and guides for additional federal human resources management information; an acronym listing; and softcopies of the PowerPoint Presentations. The vendor shall provide a qualified trainer/instructor, knowledgeable and with expertise in the area of federal hiring flexibilities. The vendor's faculty/trainer shall have at least five years of specialized/technical Human Resources expertise in the operation of a Federal Human Resources Office to perform specific tasks in the PWS in accordance with any applicable Executive Order, Federal Law, Regulation, or VA specific requirement and any applicable professional standard. The faculty/trainer shall be thoroughly familiar with the training materials for the course delivered. Faculty/trainer preparation time should be included in the firm fixed price of the contract. Preparation includes reviewing all training materials (including but not limited to: 1) trainer's guide; 2) participant handbook; 3) all supplemental materials and 4) the update and/or revision of materials as needed in order to deliver the training course. The faculty/trainer shall ensure that all training materials are free of errors and contain relevant up-to-date references on the PowerPoint presentations and/or handouts. The class session will be for approximately 10 students for two days during the period of 8:30am to 4:00pm with a thirty (30) minute lunch break. Training location is the CBO-WFM, Townsite Plaza II, 120 SE 6th Street, Suite 102, Topeka, KS 66603. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. It is required that interested parties register in the US Department of Veterans Affairs Vet Biz database and MUST BE CVE CERTIFIED. Registration may be accomplished at https://www.vip.vetbiz.gov/. Interested parties responding to this sources sought request shall submit the following information at a minimum: company name and address, point of contact with phone number, NACIS code and DUNS number and proof of CVE Certification in the VA Vet Biz website. The response date to this Sources Sought notice is Aug 10, 2012 at 5:00 pm. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. The Government will not pay any costs for responses submitted.
