- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This combined synopsis/solicitation is notice that the Fish and Wildlife Service (FWS) has issued a solicitation for supply and delivery of off-road diesel fuel at the Lacassine National Wildlife Refuge (NWR/Refuge) in Lake Arthur, Louisiana to be used for heavy equipment in Levee Project. This is to include on the job-site tank (with pump). Tank size: (Qty. 1) 2,000 gallon or (Qty. 2) 1,000 gallon holding tanks. The fuel and tank(s) must be delivered on site on or before August 16, 2012. The Technical Site Representative contact is richard_meyers@fws.gov or 337-774-5923. This action is being solicited as a Small Business Set-Aside under the North American Industrial Classification System (NAICS Code) 424710 Petroleum Bulk Stations and Terminals. Applicable Size Standard applies. *Your CCR record should reflect this NAICS (424710 prior to contract award). A firm-fixed price (with economic price adjustment) commercial contract order will be issued. Award shall be made to a single offeror submitting the lowest price that fully meets or exceeds the requirements of this solicitation. Offeror must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire quote. The basis for award will be as follows: technical capability, past performance/experience, and price based on self-certification of performing the work requirements of this solicitation by submitting a quote. 1) Technical Capability: The offeror must certify capability to perform all work required under this contract and that the product/service offered meets or exceeds the requirements need of this solicitation. This is to include all applicable personnel, equipment, qualifications, resources, licenses, certifications, and solicitation requirements to ensure the delivery of qualified product/service within the specified time-frame. 2) Past Performance/Experience: Past Experience will consist of two reference checks (utilizing the Past Experience & References form). 3) Price: Price will be considered (and most weighted) in the overall assessment but may not be the ultimate basis for award. The Government will review the prices of all technically acceptable Offerors and award a contract to the lowest priced, technically acceptable, responsible Offeror. The Government may award based on initial offers, without discussions. * The Government reserves the right to reject offers that are unreasonably low or high in price and as a result, not make an award. The Government reserves the right to issue a single award, multiple awards, or no award to an offeror/offerors that is/are responsible and provides the best overall value to the Government based on lowest price technically acceptable for each line item.
