- NOTICE OF INTENT (NOI) TO SOLE SOURCE- This Modification to the NOI is being issued to correct the response date within the description to match the response date of the NOI. The Naval Medical Logistics Command intends to establish a contract on a sole source basis (IAW FAR 13.106(b)(1)) with Research Triangle Institute (RTI), 3040 Cornwallis Road, Research Triangle Park, North Carolina 27709-2194, as the only source that can maintain the certification of the military drug laboratory at Fort Meade, Maryland as required to continue performing urine testing under the Federal Workplace Drug Testing Program. Specifically, RTI has developed and conducted activities through which forensic drug testing laboratories may become certified by United States Department of Health and Human Services (HHS) to analyze specimens of federal employees for the presence of abused drugs and is the only entity approved and authorized to provide and evaluate proficiency testing for National Laboratory Certification Program (NLCP) certified laboratories. RTI will perform maintenance inspections and performance testing maintenance for the drug lab located in Fort Meade. The proposed contract will have a period of performance of 06 October 2012 “ 05 October 2013. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 12.6 and 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541690 with a Small Business Size Standard of $7.0 million dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Timothy Karol at Timothy.Karol@med.navy.mil (in subject line reference: Maintenance Certification for Drug Testing).
