Description
Statement of Work NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to issue a purchase order to the University of Massachusetts Lowell for the services of Susan Woskie, Ph.D. The Centers for Disease Control and Prevention (CDC), National Institute of Occupational Safety and Health (NIOSH), Division of Applied Research and Technology (DART) has a requirement for academic-level research, development expertise and demonstrated experience in: (1) hierarchical Bayesian modeling; (2) design and interpretation of stochastic computer simulation experiments; (3) the use of subjective data in Bayesian models such as professional judgment, mathematical model exposure estimates based on judgmental assumptions, and other methods of exposure estimation from proxy data; (4) compliance testing; (5) exposure assessment; (6) software engineering, system architecture design, systems analysis, and applications development, including extensive experience; (7) R language programming including 3-dimensional plotting and R package development, including high proficiency in computational efficiency; and, (8) using, designing, and adapting various Gibbs or other sampling algorithms/solutions which interface with R. Please see attached Statement of Work for more details. This project is supported by justification for other than full and open competition under authority of 41 U.S.C.253(c)(1) or FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the listed Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 6.302-1, negotiations will be conducted with the University of Massachusetts Lowell as the only source.
