Description
On or about August 20, 2012, the National Park Service (NPS), Midwest Regional Office Major Acquisition Buying Office (MWRO - MABO), intends to issue a Request for Quotation (RFQ) to award a single, firm-fixed price contract for librarian services at the Midwest Regional Office in Omaha Nebraska. The solicitation closing date will be on or about September 04, 2012. Actual dates and times will be identified in the solicitation. THIS IS NOT A SOLICITATION. NO RESPONSE IS NECESSARY. Additional details can be found in the solicitation when it is posted. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at www.fedbizopps.gov or http://ideasec.nbc.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments, if/when issued, will be posted to www.fedbizopps.gov and http://ideasec.nbc.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. In accordance with FAR 19.502-2 and agency supplements, this project will be set- aside for small business concerns only. The North American Industry Classification System code for this project will be 519120 with a size standard of $7M. Statement of Work The statement of work will include: Catalog and classify approximately 300 new items per year in accordance with the Library of Congress Classification System-- books, serials, professional journals, videos, CD-ROMs and other materials received for inclusion into the Library collection. To include entry of new acquisitions into ProCite, the Library's electronic catalog system. The library presently has approximately 8,000 volumes in its collection. The library has particularly strong holdings in Midwestern and Western history and natural science. The contractor would maintain the library's electronic catalog to ensure that it provides an accurate and current record of the resources of the collection; prepare spine and check-out card labels using computer software and a computer printer; evaluate the collection in terms of its viability; deselect materials that have limited use to the Midwest Regional Office; recognize and store rare materials and materials published before 1900 into locked library bins; make notations on bibliographic records to indicate the location of such materials in the Special Collections area of the Library; provide formal and informal training for National Park Service personnel in the use of the library, especially the electronic catalog and inter-library loan systems. Knowledge and skills required by the contractor will include, but not be limited to: Professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management of a specialized library; knowledge of the principles, theory, and practices of collection development including evaluation and selection of library materials; knowledge of personal computer, word processing, and database software procedures and the use of the Internet; skill in the use of the Library of Congress Classification System; skill in the use of the Pro-Cite electronic catalog system; skill in the use of the Voyager library database; National Park Service park planning and resource management processes; skill in training practices for presenting formal and informal training on library systems and the use of library resources; skill in the teaching library systems and the use of library resources to personnel at remote locations by telephone, fax, or email; and skill in communicating orally and in writing to resolve a variety of information access problems and to convey to National Park Service personnel the full scope of available library resources Work will be conducted onsite during one four-hour day per week throughout the term of the base period and optional periods (3). The contract would commence at the end of October 2012 and run through October 2013, with possible option periods to the contract. The selected contractor must be currently registered and Central Contract Registry (CCR) and Online Representations and Certifications Application (ORCA), and maintain those registrations throughout all periods of the contract.
