- U.S. Postal Service Sources Sought Notice Total Revenue Protection August 6, 2012 The United States Postal Service (USPS) is conducting market research to identify suppliers interested in developing and providing a turnkey revenue protection software system for protection of revenue associated with USPS issued postage permits. This sources sought notice is to request information for planning purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to solicit responses from interested suppliers to determine which are capable of providing the potential material and/or services described. General Requirements Permit RP is a system designed to identify the presence and frequency of specific permit imprint indicia in USPS operations and compare it to payment activity in the mailer's postage account to identify potential non-payment. Images of mail processed in the Postal Automated Redirection System (PARS) will be processed using OCR technology to identify the permit indicia information. Summary information will be compiled by individual permit and used to query CDM and Accounting Data Mart (ADM) for payment activity. Account inactivity or invalid permit information will be the source of referrals to the Inspection Service for investigative follow-up. The Permit RP system will have four major initiatives: (1) Identifying Permit Information from OCR Processing of RPDS Images and (2) Implementing the Noblis Statistical Modeling to extrapolate permit imprint volumes by Account, (3) Comparing extrapolated permit volumes by account to corresponding USPS account information in Customer Data Mart (CDM) and (4) providing reporting of irregularities as set forth in this document (reporting). The developed solution will be hosted within the USPS Server infrastructure as part of the Total Revenue Protection System currently in place. Total Revenue Protection System is a SGI UV1000/100 x86 architecture running Linux, Oracle TimesTen, and Oracle Warehouse. Cold Fusion, Websphere, Java, C, etc. are part of the environment. The solution would also need OCR capability to read USPS generated permit information on mail pieces. Submission Requirements Interested parties should provide the following information in response to this notice: •1. Company name, location, facilities, management structure, and key management personnel and contact information. •2. Relevant experience with contracts of a similar technical scope and nature to those specified herein. •3. Resumes of individuals who are contemplated to be assigned to the contract in the event of an award. •4. Financial statements for current and prior two years. •5. Any prior experience in providing similar revenue protection software solutions to the U.S. Postal Service.
