This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The National Institute of Standards and Technology in Boulder, CO. has a requirement for a Short Wavelength Infared (SWIR) Camera. Please see statement of work below for details. This purchase is classified as NAICS code 334513 with a small business size of 500 employees. This purchase is set aside to small business. Best value to the government will be selected for award. STATEMENT OF WORK BACKGROUND: The Fiber Sources and Applications Project has several ongoing programs in short wavelength infrared (SWIR) imaging and sensing applications. These programs require a SWIR camera operating in the 0.9 to 1.7 m wavelength range for the detection of passive and active short wavelength infrared light. PURPOSE: These SWIR imaging and sensing programs require a SWIR camera operating in the 0.9 to 1.7 microm wavelength range. The SWIR camera will be used for both passive and active detection and imaging of SWIR light. Therefore, gain variability is a critical technical specification to maximize the use of the camera with both low light level (passive) and laser (active) applications. For low light level applications, having a low noise threshold is important to maximize the signal-to-noise ratio. To be able to do real-time imaging of two SWIR frequency combs beating together, we need a camera that has a windowing option to acquire a sub-image at a frame rates of 30,000 to 50,000 frames per second (fps) and an overall data rate of greater than 10 Mpixels/s. For high resolution imaging, we require small pixel sizes between 25 and 30 micrometers. The camera will be operated in both field and laboratory environments, therefore, the camera must operate over a wide range of temperatures (0-45 ⁰C). Finally, the camera must have a pixel format capable of acquiring images with at least 0.3 Mpixels. TECHNICAL SPECIFICATIONS: The SWIR camera must meet the following technical specifications in order to be suitable for use in our SWIR passive and active imaging and sensing applications. • Gain variability: 13dB-20dB with a strong preference for 20 dB. 20 dB will greatly increase the number of possible applications. • Noise: 50-100 electrons ideal for low power diffuse scattering applications requiring just ~100 photons per pixel. • Windowing capability to perform high-speed data acquisition on small areas. • Max frame rate: 30,000-50,000 fps under windowed operation • Data rate: require >10 M pixels/s • Pixel size: 25um -30 um • Wavelength sensitivity: Must be SWIR (0.9 to 1.7) and not Vis-SWIR. This saves money and alleviates unwanted noise sources • Operating temperature: 0-45 C • Pixel format: 640x512 (0.3 Mpixel) • Input/output: Both analog output for viewing on standard monitor and "camera link" output for compatibility with commercial framegrabber boards Deliverable within 8 weeks ARO
