- Request for quotation for the enhancement of an Automated Fingerprint Identification System (AFIS) owned and operated by the Republic of Costa Rica The Bureau International Narcotics and Law Enforcement Affairs, Department of State, is issuing a combined synopsis/solicitation for enhancement of an existing automated fingerprint identification system owned and operated by the Government of Costa Rica. The Government contemplates awarding a Single Award Firm-Fixed-Price contract for this equipment and software using commercial item procedures under FAR Part 12. Proposals must reference synopsis/solicitation # SINLEC12Q0013. If you intend to submit a proposal you must ensure that all requested materials are attached with your submission. Award will be made based on the best value to the Government. Products and services sought under this solicitation fall under NAICS code 561611 Fingerprint Services. Place of performance will be in multiple locations in the Republic of Costa Rica. No set-asides apply to this solicitation. All questions must be submitted via e-mail to henriksenc@state.gov by Thursday, August 16, 2012 not later than 11:00 A.M. Eastern Daylight Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation. All awards will be based on the following criteria in descending order of importance: 1) Management Approach and Technical Capabilities 2) Organization Experience 3) Past Performance 4) Cost/Price. Technical merit (captured in the first three (3) evaluation factors enumerated above, taken together) is significantly more important than Cost/Price. Send the proposal via e-mail to henriksenc@state.gov no later than Tuesday, September 04, 2012 no later than 2:00 P.M. Eastern Daylight Time. This combined synopsis/solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-56 last updated 04/02/2012. This announcement will be the only solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
