Description
I. GENERAL This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; issued for market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. General Services Administration – Public Buildings Service – Region 4 – Acquisition Management Division – Small Projects Branch has been tasked to solicit for and award a project for, Richard B Russell Federal Courthouse, Atlanta Georgia – Domestic Water Service and Riser Replacement. Proposed project will be a Design- Build Construction contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to solicit interest, capabilities and qualifications of Service-Disabled Veteran Owned Small Business (SDVOS B) to compete and perform a Firm Fixed Price Design -Build contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. II. REQUIREMENT DESCRIPTION The approach to deliver this project is through design-build method where design might overlap construction. It is preferred to submit 35% design development as first phase of design, then 65% construction documents, then 95% pre-final construction documents and finally the 100% CDs. Construction and ordering of equipment can start as early as the compliance with the 65% design review comments or as soon as the full scope or extent of piping to be removed and replaced has been identified, submitted and approved by GSA. Final approval of this project is subject to the acceptance of the operational performance of all components installed to a satisfactory level to GSA. The Contractor shall provide all labor, materials, equipment and testing required to accomplish design and construction of the project, Construction Documents, site investigations, site measurements, reproduction services, phasing plans, coordination. Demolition, site supervision, and the furnishing of security approved workers. The building is a 27 story building with mechanical floors below grade, at the 15 th floor and the penthouse. It is anticipated that only the 6” domestic water piping is galvanized or steel and is in need of replacement. The existing copper piping is not to be replaced. The scope of work for this project is from the service entrance from the city, through the domestic water booster pump assembly, and out to the various risers throughout the building. It is anticipated that there are two 6” express domestic water risers up through the 15 th floor. Contractor shall provide a cost per foot for demolition of existing pipe and installation of new piping in their proposal. Cost shall be additive or deductive from the original contract price and the original bid shall specify the quantity and sizes of various pipe sizes to be removed and replace. Duration of project is 120 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is Service-Disabled Veteran Owned Small Business (SDVOSB ). III. SUBMISSION REQUIRMENTS Experience on similar projects is required for submitting a response under the sources sought. Similar is defined as new construction, repair and alteration, or modernization of federally owned or federally leased government buildings and/or courthouses. SUMBISION SHALL BE LIMITED TO TWO (2) SINGLE SIDED PAGES AND SHALL INCLUDE THE FOLLOWING INFORMATION: 1. CONTACT INFORMATION - Name, Address, Point of Contact, Phone Number and E-mail Address 2. BUSINESS TYPE – Indicate business type 3. CAPABILITY STATEMENT - Include capability to execute “similar”. Provide a brief description of the project, customer name (include point of contact), project duration, and dollar value of the project. Provide at least three (3) projects performed within the past five (5) years. 4. BONDING CAPACITY – Construction bonding level per contract and aggregate bonding level, both expressed in dollars. IV. SUBMISSION DEADLINE AND METHOD Interested Offerors shall respond to this Sources Sought Synopsis no later than 2 :00 pm (EST) August 13, 2012. All interested contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/sam to be eligible for award of Government contracts. Responses shall be submitted electronically via e-mail to Leslie Smalls, Contracting Officer at leslie.smalls@gsa.gov. Oral communications, telecommunications and faxed inquires or comments are NOT acceptable as a response to this notice. Only e-mail responses will be acceptable.
