Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Experimental Carcinogenesis, plans to procure the brand name Gatan 968.SP Special GIF Quantum with 9mm aperture manufactured by GATAN Inc., 780 Commonwealth Dr., Warrendale, PA 15086. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 15, contracting by Negotiation. The North American Industry Classification System Code is 334516 and the business size standard in 500. HHSAR 352.223-71 Instruction to Offerors - Sustainable Acquisition Offerors must include a Sustainable Acquisition Plan in their technical proposals that describes their approach and the quality assurance mechanisms in place for applying FAR 23.1 - Sustainable Acquisition Policy (and other Federal laws, regulations and Executive orders governing green purchasing) to this acquisition. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery: Approximately 26 weeks after receipt of award; installation within one week of delivery. The contractor shall provide one GATAN Special GIF Quantum with 9mm aperture no camera, ready for government owned GATAN 895 CCD camera. The contractor shall provide on-site user training, toll-free technical support and one-year comprehensive warranty, and on-site GIF Quantum installation. The NCI is in need of enhancing the imaging capabilities of the government FEI Titan Krios high resolution, cryo-electron microscope and the government owned Gatan 895 CCD Camera. The use of a post-column Imaging Filter, is the ideal method to filter out energy/signal that is creating noise and not contributing information to the images. No such device is available on the current system in the lab at the present time, and this is essential for successful completion of projects underway in the lab. The Quantum GIF will allow the lab to obtain images of thick specimens at the necessary contrast levels. This new post-column imaging filter must be compatible with NCI's existing equipment. The current manufacturer of the Titan Krios does not have available a post column imaging filters Because the Special GIF Quantum with 9mm aperture has unique features not available from other known companies and is compatible with existing equipment, it is the only known instrument able to meet the needs of NCI. The salient characteristics of the Quantum GIF 968.SP Special GIF Quantum with 9mm aperture include: • The post-column imaging filter must be mounted to the government owned Krios High Resolution Electron Microsope D3211 (manufactured by FEI). • The imaging filter must be capable of use in conjunction with the government owned GATAN 895 CCD camera. • 60 kV minimum operating voltage • 0.75% maximum image distortion • 2 keV fast spectrum offset • 2 keV spectroscopy field of view • 30 fps (512 x 512) preview • 5 mm aperture for routine EELS • 2.5 mm aperture for high resolution EELS • 1,000 spectra per second • 1 µs electrostatic shutter This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 21, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
