Description
NASA/MSFC has a requirement for one (1) IRP 600 System.To meet these requirements MSFC plans to procure a ZEEKO IRP 600X polishing system with the following specifications: 1) 7 axes of motion 2)Capability of polishing of the inside of cylindrical items of at least 600 mm diameter and the exterior of cylindrical cylinders 600 mm long 3)Capability of polishing to 1/10th wave peak to valley, or better, for both glass and electroless nickel 4)Polishing combo head to allow classic bonnet polishing and Jet-polishing processes 5)Working spindle equipped with a 40 mm chuck, but to have vacuum connections to allow for customer supplied vacuum chucks 6)Equipped with an axial smoothing tool with controlled surface pressure design specifically for the removal of mid-spatial-frequency figure errors 7)Rotary encoders on X,Y and Z axes 8)Temperature controlled main axes for additional stability 9)600 mm rotary surface table drilled and tapped for fixturing 10)A selection of polishing tools with at least 4 different sizes of bonnets plus accessories 11)A slurry management system for high and low-pressure operation over extended periods 12)A precision ball bar for performance checking 13)Machine to be supplied with all development software to permit customer to polish and figure and desired shape within the machines capability. This software to include: a.Tool path generators and graphical user interfaces b.3-D polishing software to permit free-form shape polishing including cylindrical polishing capability 14)Capability for remote operation/monitoring via a networked PC 15)Vendor to provide installation and basic on-site training at customers facility NASA/MSFC intends to purchase the items from ZEEKO Technologies Pursuant to FAR 6.302-1 which implements 10 U.S.C 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or service will satisfy agency requirements. Competition is impractical for the following reasons: 1)ZEEKO Technologies has the only commercially-available 7 axis polishing machine. This degree of flexibility is needed for the variety of items that MSFC will polish. 2)ZEEKO Technologies has the only commercially available polishing machine that is capable of polishing the inside of a large (600 mm plus) thin-walled cylindrical mirror shell and the external surface of vertically oriented cylindrical x-ray mandrels. 3)ZEEKO Technologies has the only commercially-available polishing machine capable of both conventional polishing and specialized jet polishing via slurry particles. Both types are needed for the MSFC applications. 4)ZEEKO Technologies has the only commercially-available machine equipped with a special smoothing vertical motion to reduce axial mid-spatial-frequency figure errors. 5)ZEEKO IRP 600X is the only commercially-available machine with highly-specialized 3-D corrective polishing software to permit figure corrections on cylindrical tapered mandrels and cylindrical shells. 6)ZEEKO IRP 600X is the only commercially-available machine with a slurry management system that allows for extended (more than 12 hour) polishing runs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 21, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
