Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as Small Business Set-Aside under NAICS code 424720, size standard 100 employees. If no Responsible Small Business Quotes are received Small Business set aside shall be dissolved automatically. The resulting award will be a Single Blanket Purchase Agreement (BPA) for one base and three option periods. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60, effective as of July 26, 2012. Quantities will be dependent on usage and demand. Unit of Measure will be gallons. Delivery shall be FOB Destination. 1. DESCRIPTION: The Contractor shall deliver diesel and unleaded gasoline fuel to Merritt Island National Wildlife Refuge, Titusville, Florida. Fuel delivery will be requested on an as-needed basis, as well as during a wildfire or other natural disaster. There is no minimum order. Fuel ordered on an as-needed basis will be delivered within three (3) business days from time/date of notification. During emergency situations, such as wildlife or hurricane, fuel shall be delivered within 24 hours of initial notification as long as refuge is accessible and delivery does not create a hazard for delivery or refuge personnel. The contractor shall submit price quote for the fuel based on current Oil Price Information Service (OPIS) daily average for the day of delivery (standard rack price). All taxes, freight and margin shall be quoted separately. The Merritt Island NWR is a Federal facility and is exempt from Federal taxes. The contractor shall be able to respond to delivery requests within 24 hours and accept credit cards for payment. 2.PRODUCT SPECIFICATIONS: 1. Diesel Fuel: must be low-sulfur, highway grade with necessary additives. 2. Gasoline Fuel: Unleaded, 89 Octane or higher 3.FUEL STORAGE QUANTITY & SIZE: 1. Diesel Fuel: 3,000 gallons, above ground, double-wall, convault fuel tank 2. Gasoline Fuel: 5,000 gallons above ground, double wall, convault fuel tank 4.FUEL TANK STATION SPECIFICATIONS: 1. Fuel convault tank(s) has sufficient space all on sides to allow delivery truck movement and positioning. 2. Fuel tank is above ground so contractor will need a pump to off-load the fuel. 3. Fuel tank refueling access (both diesel and gasoline) is located on top of convault fuel tank accessible via stairway. 4. Refueling is accomplished manually using hand-held refueling nozzle. Delivery truck fuel hoses must be sufficient length to access the fuel tank refueling area, located on top of the convault storage tank. 5.DELIVERY SPECIFICATIONS: 1. The fuel storage area is located at Merritt Island NWR, Headquarters Area, State Road 402, 5 miles east of Titusville, FL. Paved state-maintained roads lead to the refuge. Road are rarely closed due to repair or inclement weather. 2. Delivery shall be made during-normal working hours 7:30 am to 4:00 pm, Monday through Friday, unless other arrangements are made in advance. 3. Contractor shall leave delivery tickets with the refuge representatives overseeing the fuel delivery or with the receptionist at the Headquarters Building. 6.REGULARTORY: The hauler/supplier assumes all responsibility as owner of the product until it is delivered into the U.S. Fish and Wildlife Service (USFWS) fuel storage tank and is solely responsible for any spill during the loading, transport, and delivery of the products, this include but is not limited to immediate notification of USFWS as well as all required regulatory authorities should a spill occur. The hauler/supplier assumes total responsibility for all cleanup costs, fines, or damages that are a result of delivery of the fuel. The hauler/supplier must report any vehicle accident associated with the transportation of the product to the USFWS and all applicable authorities. The hauler/supplier is responsible for any and all federal and state licensing, permits and or placards that may be needed to accomplish the Statement of Requirement. Operators of vehicles shall be property licensed for the vehicle. 7.SAFETY The hauler/supplier is responsible for the overall safety of this job. It is the hauler/suppliers responsibility to know and comply with the applicable OSHA regulations, as well as accepted industry safety standards, for this project. The USFWS is not exempt from OSHA requirements. The hauler/supplier shall provide safety equipment and training for workers on site, and ensure that the employees are physically capable to perform their assigned duties in a safe manner. Vendors must be registered in the Central Contractor Registration database prior to award (www.ccr.gov) and also complete the Representations and Certifications (ORCA) (http://orca.bpn.gov). The provisions at 52.212-1, Instructions to OfferorsCommercial, and 52.212-2, EvaluationCommercial Items are applicable. Quotes will be evaluated on lowest price technically acceptable (LPTA). The following factors will be evaluated past performance and compliance with delivery and solicitation requirements. Vendor(s) shall include the provision at 52.212-3, Offeror Representations and CertificationCommercial Items with their submission.
