Description

The Department of Veterans Affairs, National Cemetery Administration intends to issue a Request for Proposal (RFP) numbered VA786A-12-R-0051 for project #846-CM3-008, entitled "Pre-Placed Crypt conversion Section UU & TT at Mountain Home National Cemetery" on or about August 13, 2012, located Mountain Home, TN 37684. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on FedBizOPPS (www.fbo.gov). This solicitation is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). In accordance with FAR 52.204-7, Required Central Contractor Registration (CCR); In accordance with VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and VAAR 819-7005; Offeror submitting a proposal must be Center for Veterans Enterprise verified and visible in the VIP database at time of proposal due date and award. SDVOSB contractors must register at www.ccr.gov; https://orca.bpn.gov; and https://vets100.vets.dol.gov to be eligible for award ORCA must reflect a small business size certification for the NAICS code noted herein. There will be a pre-bid site investigation; all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the solicitation package. NAICS Code: 237990Size Standards: $33.5 Million Period of Performance: Total of 24 months, Phase I for Line Items 0001 & 0002, and Phase II for Line Item 0003 The estimated magnitude of the construction cost range is between $2,000,000 and $5,000,000. A 20% Bid Bond must be submitted with your proposal if it exceeds $100,000. NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disable veteran-owned small business concerns. The number of employees must be reflected correctly in Contractor Central Registration (CCR) and Dun & Bradstreet reports. This is a pre-solicitation notice synopsizing an upcoming RFP solicitation to satisfy the requirement of FAR 5.201 and 5.203. This Contract Specialist will not be able to answer any questions to this notice until an RFP is issued. Once the RFP is issued, interested parties must submit questions via email to the Contract Specialist. Questions will be answered through an amendment of the solicitation. All interested parties should register via FedBizOpps interested vendors list. It is the responsibility of the offeror to monitor and download amendments from FedBizOpps which may be issued to this solicitation. The prospective prime contractor shall completely prepare site for building operation, including demolition and removal of existing structures, and furnish labor and materials and perform work to prepare the site for crypt development at Mountain Home National Cemetery. The project includes the site preparation and provision and installation of 1,447 crypts, repair of storm-water detention basin, headstone raise and realignment of section SS, underground utilities roadway modifications, landscaping and site furnishing as required by drawings and specifications.
