Description
The purpose of this notice is to comply with the synopsis and Presolicitation notice requirements of FAR 5.2 - Synopsis of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially small business, are encouraged to register themselves as an interested vendor. Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) in order to select a contractor to implement the Facilitating Public Investment (FPI) program which seeks to work with the Government of the Philippines (GPH) in addressing the tax inefficiencies and public spending limitations that greatly reduce the Philippines' fiscal space. The overall goal of FPI is to support the objective of the US-GPH Partnership for Growth (PFG), signed in November 2011, to promote a more robust level of private investment in the Philippines that will generate stronger, more broad-based and inclusive economic growth. FPI will support measures to increase the tax effort, and promote greater transparency and accountability in public expenditures in order to assist the GPH implement fiscal and budgetary reforms to facilitate public investments in the requisite physical and social infrastructure that will complement private sector investments. This program will cover both tax and non-tax components, as well as public expenditure activities in response to GPH identified needs to improve the fiscal sector. FPI aligns with the GPH's goal to achieve a sound fiscal framework. As envisioned, FPI efforts to enhance the fiscal space will require a focused approach aimed at strengthening and broadening the functions of particular GPH agencies to improve fiscal policy and strengthen transparency and accountability measures in public expenditure management.
