- This is a synopsis for a commercial acquisition using simplified acquisition procedures under FAR Part 12. THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFQ/RFP IS POSTED TO THIS WEBSITE. The RCO Stuttgart, 409th Contracting Support Brigade (Europe) has a requirement for Utilities Planning Management Service. Proposed contract will be 1-year in duration with no option periods. Effort will be approximately 1 man-year. Contractor will provide consulting services regarding studies and analysis of life-cycle engineering projects, studies for improvements to installation utilities systems, and economic analysis of available service providers and types of energy to support various facilities within USAG-Stuttgart. Services will provided by Contractor on location in USAG Stuttgart. Contractor will perform analysis, feasibility studies, and cost effectiveness studies regarding various energy options, heating systems, German Law requirements, and energy sources to support USAG-Stuttgart in current operations and future planning. Proficiency in speaking and reading both English and German are required. Period of Performance is expected to be 27 September 2012 through 26 September 2012. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No. W91WFU-12-T-0013 will be issued as a Request for Proposal. It is advertised with a Standard Industrial Code (SIC) of 8742. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be issued electronically on or about 10 Aug 2012 at www.fbo.gov. Proposals may be submitted via e-mail. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY REASON. Anticipated award date will be on or around 4 Sep 2012.
