- The United States Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), State and Local Branch (SLB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Northeast Energy Efficiency Partnerships (NEEP) to host and facilitate webinars that present current and evolving practices by ISO/RTOs in the region on forecasting methodologies and associated assumptions and to assist the EPA in providing direct technical assistance to state air officials and public utility commissions about how energy efficiency (EE) data can support state and regional calculations of avoided emissions associated with EE policies/programs. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that NEEP is uniquely qualified to satisfy the Government?s requirement, because they have detailed understanding of evaluation, measurement, and verification, experience with EE modeling and forecasting, expertise in state/federal air qualify policies, and access of a pre-existing and ?built-in? stakeholder group of state energy and air regulators. NEEP has more than a decade of experience working to increase the market availability and adoption of EE practices and technologies in the northeast states, as well as a national presence on efficiency issues established through successful analytic, facilitation, and outreach efforts. NEEP has a national recognition as an expert in EE evaluation and reporting that was developed by leader partnerships to engage key stakeholders, including program administrators, state agencies, the private sector, and non-profits. NEEP has established and provides day-to-day management of the ?Evaluation, Measurement, and Verification Forum? which works in partnership with stakeholders in the Northeast and Mid-Atlantic to develop consistent evaluation methods, assumptions, and guidelines for including EE and other demand resources in a range of energy and environmental policies. Notwithstanding, any firm that believes it is capable of meeting with EPA?s requirement as stated herein may submit a capability statement, which if received within 10 calendar days of the date of this announcement,will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to the notice is solely within the discretion of the Government.
