- The National Institute on Drug Abuse (NIDA) on behalf of The National on Mental Health (NIMH) intends to negotiate on a sole source basis with Edith Wiggs, 1479 Chain Bridge RoadMclean, VA 22101 for scientific support services. The North American Industry Classification System Code for this acquisition is 541990 and the business size standard is 7.0 Million. Dr. Wiggs will evaluate and provide expert advice on the diagnosis and management of patients in the Clinical Center who are referred for neurological consultation. Specifically Dr. Wiggs will: • Provide neurological testing including but not limited to standard and customized tests of intelligence, personality, memory and learning for the diagnosis of treatment of adults and children in support of the NINDS intramural research program. • Develop new protocol specific tests, selection and administration of neuropsychological tests suited to the protocol under study and the individual being tested. • Conduct analysis and interpretation of test results • Complete written report and file with the referring physician and in the medical record • Perform intraoperative neuropsychological testing and intracartoid amytal (Wada) procedure • Submission of invoice on a monthly base for approval and payment Dr. Wiggs has become proficient in NINDS research procedures over several years, and is now a named investigator on 10 ongoing human research protocols in NINDS, including two longitudinal protocols, in which consistency and reliability over time is critical. Changing contractors would require an interruption in carrying out those protocols in order to train someone new in the testing procedures and establish their reliability and equivalence. This delay would adversely affect the mission of our institute to develop treatments for neurological disorders. The period of performance is to be twelve (12) months from date of award with option for two (2) twelve-month optional period. Place of performance is Bethesda, Maryland No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted to IS58t@nih.gov on or before 12:00 PM EST August 17, 2012. All information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
