Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3Z3662158A001; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60 effective July 26, 2012; Defense DCN 20120724 effective July 24, 2012, and AFAC 2012-0330 effective 30 March 2012. This acquisition is unrestricted; The North American Industry Classification System (NAICS) code is 511130. The business size standard is 500 employees. The Federal Supply Class (FSC) is W076. The Standard Industrial Classification (SIC) is 2741. Travis AFB has an intent to award the following items. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This shall be quoted as a lease of books-Not a buy. CLIN0001- Adult Book Lease Plan-IAW SoW Young Adult Lease Plan-- IAW attached SOW Children's Book Purchase Plan-IAW SoW DVD Purchase Plan-IAW SoW Basic year contract-1 Oct 2012-30 Sept 2013 $_______ Option Year 1-1 Oct 2013-30 Sept 2014 $________ Option Year 2-1 Oct 2014-30 Sept 2015 $________ Option Year 3-1 Oct 2014-30 Sept 2016 $________ Option Year 4-1 Oct 2014-30 Sept 2017 $________ Award shall be made in the aggregate, all or none. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in: FAR 52.204-9 Personal Identity Verification of Contractor Personnel; FAR 52.212-1 Instructions to Offerors -- Commercial Items; FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement (ii) lowest price FAR 52.222-3 Convict Labor; FAR 52.232-18-Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of expiration of basic contract. FAR52.217-9 -- Option to Extend the Term of the Contract (a) The Government may extend the term of this contract by written notice to the Contractor within 60 Days of expiration of basic or current option year; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months.
