- Draft SOW THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. USDA, ARS is seeking a contractor to replace existing chilled water supply valves for Air Handler 1 and Air Handler 4 with new Johnson Controls Metasys Building Control System compatible chilled water supply valves. Initial research has yielded that Johnson Controls VG2431N Cast Iron Flanged Globe Valves with MP86 series actuators containing valve assembly positioners (867E01) offer the required capabilities, but brand name equal or better valves will be considered. Work will take place at the National Laboratory for Agriculture and the Environment (NLAE) at 2110 University Blvd., Ames, IA 50011. A draft Statement of Work (SOW) is attached. This Small Business sources sought request is being used as a means of conducting market research to identify parties having an interest in and the resources to provide the parts, labor, and expertise necessary to retrograde existing assets. This sources sought is set aside for SMALL BUSINESSES ONLY. The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive proposals for this set aside. NO LARGE businesses need to respond to this notice. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220. Submission Instructions: Interested Small Businesses, with SAM records reflecting Small Business status and Size Standards less than $14.0 millions of dollars, who consider themselves qualified to perform the listed work with acceptable materials are invited to submit a response to this Sources Sought Notice by 11:00 AM (CDT) August 13, 2012. If your organization has the appropriate qualifications and capacity to perform these construction services, please provide the following information: (1) A complete and current record of your Single Award Management (SAM) listing including DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A capability statement supporting claims of organizational and technical capability to perform a) work outlined in the attached draft SOW, b) ability to provide environmentally-responsible solutions and products c) supervisor/manager roles and responsibilities d) a list of related construction contracts and associated federal customers. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Potential sources only submit the minimum information necessary and no more than ten (10) pages. The CCR/SAM record does not count toward the 10 page maximum.
