Description
Market Survey Document 1. The Military Sealift Command, Service Support Fleet PM4 Programs Office, requests information for purchase, time charter and/or bareboat charter of up to four U.S. flagged, Jones Act-qualified vessels. A time charter or bareboat charter would be for up to five years. The vessel(s) will be CONUS and Hawaii based, and will function as Towing, Salvage and Rescue Vessels and submarine rescue (government furnished rescue systems) utilizing either a NATO SRS (NSRS) or US Navy Submarine Rescue Diving and Recompression System (SRDRS). The vessels may also serve as training platforms. The vessels may also serve as a diving platform utilizing existing and developing portable diving systems, and other lawful missions as required by the US Navy and permitted by the vessels' certifications and classifications. Vessels to be classed by ABS or approved IACS member and USCG certificated. 2. Offerors are requested to advise of methods to reduce charter cost. Where a requirement exceeds offering/capability please provide estimated cost of meeting requirements and /or nearly meeting requirement. Identify costs and feasibility to fill gaps/shortcomings in meeting unique Navy requirements of this market survey. Navy may be willing to reduce requirements on capabilities that are cost drivers. 3. MSC requests the information no later than 11:00AM (Washington, DC time) on 12-September 2012.
