Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Kubtec Technologies Inc., 270 Rowe Ave, Unit E, Milford, CT 06460 for a Kubtec X-pert 80-L X-Ray System upgrades. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The FBI owns a Kubtec X-pert 80-L X-Ray System, a digital radiography unit equipped with a 4" x 4" detector. The resolution and quality of the images obtained using this instrument are excellent, however the detector size of a 4" x 4" cannot fully image most bones, standard 8½ x 11" documents, or larger evidentiary items. While the software accompanying the instrument is capable of stitching multiple 4" x 4" images together, there is a risk of potential data loss as compared to imaging items fully, and stitching also requires significantly more time and labor. The FBI requires an upgrade in the FBI owned Kubtec instrument to a 15" x 15" detector which would be able to effectively accommodate virtually all standard skeletal and document items for examination in direct support of the FBI's mission. Kubtec Technologies Inc. is the only vendor that offers a cabinet-style, fully contained radiography unit, and risk from x-ray exposure is effectively zero that requires no protective equipment. The Kubtec system is designed for forensic and research investigations while other systems are designed for clinical imaging. The Kubtec system upgraded would not require any additional space allocation since it would involve an internal modification to the existing unit. Other advantages of the Kubtec unit include automatic calibration with minimal warm-up time, up to 5X magnification, and a mobile platform that can easily be transported to different areas of the FBI. The upgrade to the FBI owned Kubtec radiography unit will improve examinations and documentation, and will minimize delays in casework. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 8:00 am, EST, by August 07, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
