Description
The Infrared Space Systems Directorate (IS) Program Office intends to release Request for Proposal number FA8810-12-C-0002, P00001 for the Space Based Infrared Systems (SBIRS) GEO 5-6 Production no earlier than 20 August 2012. It is the Government's intent to contract with Lockheed Martin Space Systems Company (LMSSC) for this effort under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The contract type will primarily be Fixed-Priced Incentive (Firm Target) (FPIF). The intended contractor is Lockheed Martin Space Systems Company (LMSSC), 1111 Lockheed Martin Way, Sunnyvale, CA 94089-1212. The IS Program Office has contracted with LMSSC over the last 16 years. LMSSC is the original and the only responsible prime source that can deliver the required services. Award to any other source would result in unacceptable delays; therefore, there are no viable options to obtaining competition for this procurement. The SBIRS constellation consists of geosynchronous earth orbit (GEO) satellites and highly elliptical orbit (HEO) payloads. Its mission is to warn against global and theater ballistic missile attacks. Presently, the SBIRS program includes four GEO space vehicles (SV) and four HEO payloads in procurement under the Engineering and Manufacturing Development (EMD) and SBIRS Follow-on Production (SFP) contracts. In order to support a future SBIRS GEO 5-6 acquisition, this particular contract action will complete the production of two GEO space vehicles following Non-Recurring Engineering (NRE) and Advanced Procurement (AP) for various subsystems and components. There are nine (9) priced options on this contract action: Contractor Operations Support (KOS); Space and Atmospheric Burst Reporting System (SABRS) Modification; Dual Band Commanding Upgrade; GPS-M Code Upgrade; Space Vehicle Storage; Acoustic Testing; Engineering Studies; Production Studies; and Data Rights. The KOS priced option will provide the Contractor Operators during launch and early on-orbit testing should the government require its support. The SABRS priced option will integrate the design from the Advanced Procurement contract to incorporate the SABRS payload onto the SBIRS GEO 5-6 space vehicles. The Dual Band priced option will integrate the design from the Advanced Procurement contract to incorporate the Dual Band onto the SBIRS GEO 5-6 space vehicles. The GPS-M Code priced option will complete a design of a GPS Receiver with M-Code capability and existing P / Y-code capabilities. The Space Vehicle Storage priced option will provide for ground storage for a three year duration in support of the Ready to Ship dates. The Acoustic Testing priced option will perform complete acoustic testing on GEO 5-6 space vehicles. The Engineering studies priced option will perform engineering studies. The Production studies priced option will perform production studies. The Data Rights priced option will provide the data required to define and develop an open system architecture for future satellite competitions as well as data required for sustainment of the SBIRS constellation. The small business size standard (number of employees) for this requirement is 1,000 under NAICS Code 336414. Contractors interested in subcontracting opportunities should contact LMSSC directly.
