- THIS IS A SOURCES SOUGHT NOTICE ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research to locate qualified, experienced, and interested potential sources. This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be posted in the future or as an obligation on the part of the MCC. This information is being submitted for the purpose of seeking sources only. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. BACKGROUND The Millennium Challenge Corporation is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. OBJECTIVE Objective of this synopsis (for which sources are being recruited): MCC is seeking qualified economists to serve as part of a team conducting diagnostic and design work in support for the development of Millennium Challenge Corporation (MCC) threshold programs. This includes a Policy Constraints Analysis (PCA) to identify binding constraints to economic growth and diagnose weaknesses in the policy and institutional environment underlying those constraints. The development of the PCA involves consultation with stakeholders and experts within a country, including those outside the government, and seeks to build a collaborative understanding of root causes of the underlying constraint(s). The successful candidate must possess a solid background in development economics and statistics, in particular with the constraints analysis (CA) methodology (also known as Growth Diagnostics), developed by Hausmann, Rodrik, and Velasco (HRV). International travel may be required. Language proficiencies in speaking, comprehension, reading, and writing will also be required depending on the travel location. KEY QUALIFICATIONS: • Minimum master's degree or PhD coursework in economics, public policy or related field; • Demonstrated knowledge and experience of development economics, statistics and econometrics, including constraints analysis/Growth Diagnostics using the HRV methodology; • Understanding of benefit-cost analysis, survey analysis and impact evaluation methods; • Experience in the field of economic development or economic research; • Strong knowledge of Microsoft Excel, including macro programming capabilities; • Knowledge of Stata, particularly survey analysis tools; • Excellent communication and editing skills with the ability to discuss complex economic and policy issues orally and in writing. ADDITIONAL SKILLS, LANGUAGES, SPECIFICS: • Fluency (spoken and written) in English and French; • Excellent cross-cultural communication and interpersonal skills; • Experience working in a developing country; West Africa experience preferred; • Ability to write in a clear and professional manner; • Excellent computer skills including advanced MS Excel and word processing; • Ability to perform well under pressure, multi-task, and meet deadlines. SUBMITTAL INFORMATION Sources having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of 5 pages. Responses should provide clear and unambiguous evidence to substantiate capability to fulfill these requirements. Sources may include individuals and/or firms.
