Description
Draft PWS This is a presolicitation notice. If any vendor has a question or comment regarding the PWS please email to the refereneces above. The government will only accept responses by email. The Department of Education (ED), Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE), intends to award a contract to evaluate the Comprehensive Center Technical Assistance Program, as authorized by Title II of the Educational Technical Assistance Act of 2002 (ETAA, Section 203). The contract will provide a formative and summative evaluation of the Centers to explore the nature, quantity, quality, relevance, and utility of the Comprehensive Centers' products and services. The evaluation activities required under this contract will include: • Developing a common template for the Centers to organize their planning and monitoring activities based on the Results Based Monitoring and Evaluation (RBM) system used by organizations such as the World Bank and the United Nation Development Program. • Building capacity within the Centers to use the RBM framework. • Developing and analyzing customer satisfaction surveys for the various Center technical assistance activities and materials that the Centers implement and produce. • Creating and managing a peer review system that rates technical assistance activities of the Centers and provides feedback to the Centers via ED to encourage improvement in the quality, relevance, and utility of their services. • Conducting surveys and interviews of major customers of the Centers to explore ways in which Centers are successful or needing to improve in their efforts to build capacity at the State Educational Agency (SEA) level. • Planning and implementing an ongoing system of formative feedback to assess the success of the Centers in meeting programmatic goals. The U.S. Department of Education anticipates the release of the "Evaluation of the Comprehensive Technical Assistance Centers" solicitation around late August 2012. The U.S. Department of Education anticipates the period of performance for the hybrid contract will be 60 months (a 36-month Base Period and a 24- month Option Period).
