- PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the design and construction of a Ground Source Heat Pump (GSHP) System. The contractor shall furnish all labor, design, materials, supplies, and travel, to perform work under this project. The work will include, but not be limited to: general construction, alterations, mechanical, plumbing, fire protection, utility systems, necessary removal of existing structures, construction, and certain other items. PROJECT SCOPE: The Contractor shall engineer design, procure and construct all equipment necessary to provide a complete GSHP system. The work shall include all design services, engineering, procurement, construction, commissioning, training, performance testing, and construction management services. Contractor shall conduct an extensive assessment of Building 92 heating, cooling systems and associated infrastructure to determine how the new GSHP system can by installed and estimate the extent to which existing infrastructure can be used. This could be piping, circulating pumps, AHU units with modifications, terminal units, building controls etc. Engage in discussions with Building 92 operating personnel and the Facility Energy Manager to determine existing HVAC system conditions, maintenance history, building occupancy, operating hours, design inputs with regard to HAVC operation and building occupant's special needs. Estimate the heating and cooling loads for Building 92 using standard energy tools and software programs. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about August 17, 2012 and proposals will be due on September 18, 2012 at 3:00PM (EDT), at the address listed in this notice. The period of performance shall be 290 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The point of contact is Bridget May who can be reached by email at bridget.may@va.gov.
