- My Recovery Plan, MyHealtheVet Office of Informatics and Analytics Request for Information: VA701-12-I-0364 August 3, 2012 I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for "My Recovery Plan" support for the Office of Informatics and Analytics. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The mission of the Department of Veterans Affairs (VA), Office of Mental Health Services (OMHS) is to maintain and improve the health and well-being of Veterans through excellence in health care, social services, education, and research. The MyHealtheVet (MHV) portal is VA's e-health website, which offers Veterans, active duty service members, their dependants and caregivers anywhere, anytime Internet access to VA healthcare information and services. Launched nationwide in 2003, MHV is a free, online Personal Health Record that empowers Veterans to become informed partners in their healthcare. With MHV, America's Veterans can access trusted, secure, and current health and benefits information as well as record and store important health and military history information at their convenience. The My Recovery Plan (MRP) application, which resides within the MHV portal, was born out of the notion that stigma associated with seeking treatment for mental health disorders has prevented and could continue to prevent some Veterans from seeking appropriate treatment at Department of Defense (DoD) and VA facilities. There is a significant incidence among Veterans of post-deployment mental health problems, especially among members of reserve components who return as Veterans to civilian life. Computer based self guided training has been demonstrated to be an effective strategy for supplementing the care of psychological conditions. Younger Veterans, especially those who served in Operation Enduring Freedom and Operation Iraqi Freedom, are comfortable with and proficient at computer based technology. Veterans living in rural areas may find limited access to treatment for substance use disorder. Self assessment and treatment options for substance use disorders through an Internet website may reduce stigma and provides additional access for individuals seeking care and treatment for such disorders. The MRP application allows Veterans who receive VA mental health services to organize and track all of the information relevant to their recovery. MRP consists of a set of web-based tools that allows Veterans who have behavioral or mental health concerns to track important aspects of their self-care and professional care. Further development and support of MRP will allow Veterans to: a.Set individual recovery goals, break these goals down into concrete tasks, and monitor their progress towards goal attainment. b.Track the frequency and severity of psychiatric symptoms, medication side effects as well as quality of life and level of functioning c.Access customized high quality interactive content that is appropriate for the individual Veterans diagnosis and complementary to the evidence-based mental health services delivered by VA clinicians. III. Requirements: This task order is to provide support for My Recovery Plan (MRP) Projects. These projects include Medication Monitoring and Tracking, My Goals, My Courses, My Outcomes and a MRP Dashboard. This work effort requires six (6) tasks which together will result in the additional development of the MRP application to a user friendly, feasible, and marketable tool for Veteran's with mental health issues and the larger Veteran population. The scope of this task order encompasses the further alignment of MRP features to MyHealtheVet (MHV) through deployment of My Courses and one to two additional modules; requirements development, testing of developmental efforts: and developmental and implementation support. To accomplish these tasks, travel may be necessary. This task order will include the following tasks specific to My Recovery Plan which support the creation of 4 modules and a dashboard: A.Program/Project Management Support: "Project Kick-Off Meeting "Draft a Project Management Plan "Monitor national roll-out of MRP functions "Make recommendations for development of additional education, training and clinical adoption materials "Provide overall support and coordination for ensuring all deliverables are accomplished "Identifies dependencies and resource requirements "Organizes and schedules meetings and provides administrative support "Assist with developing presentations and briefings. "Provides historical research and background information on requirements and program issues "Assist with risk identification, tracking, monitoring, mitigation, and planning activities "Provides a Transition Document as part of the end of the contract B.Reporting Requirements: "Monthly Progress Reports "Maintain established project log "Maintain MRP Project SharePoint site C.Requirements Management Support/Development, Integration, Implementation, and Maintenance: "Support ongoing coordination with OI&T Product Development "Recommend improvements to software and supporting materials "Enter Change Requests, requirements, etc into database. "Develop requirements to add enhanced online resources "Develop requirements for an administrative portal "Generate monthly status reports on progress "Ensure that changes to the My Goals module of MRP identified as a result of field and pilot testing are incorporated into subsequent releases of the software "Develop requirements for the My Goals module "Monitor planned and implemented changes to MRP "Verify and elaborate requirements regarding new features and functionality "Update Use Case and Requirements Specifications requirements for modules yet to be developed or in development D.Training and Education Support: "Design and implement a MRP Resource Center "Conduct periodic reviews of all marketing collateral and outreach material "Update support materials "Develop and update as appropriate, courseware and educational materials "Conduct research/environmental scan as needed "Develop information on effective My Medication tips "Assist in developing marketing materials "Develop and maintain the Clinical User MRP SharePoint site E.Clinical Adoption Support and Planning, Analysis, and Reporting: "Collaborate with the MHV Clinical Adoption team members "Review the MHV National Strategy and Deployment Plans "Analyze staff involvement, acceptance and incorporation of the modules functions and features "Report on implementation challenges and issues "Provide briefing and presentations that review clinical adoption methods F.User Acceptance and Field Testing Support "Work with Product Development in developing automated test scripts and protocols "Coordinate field testing and data collection "User testing of development efforts IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate that they are capable of fulfilling the requirement. The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience: Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 1.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 2.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice.
