- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-064 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with TTP Labtech - One Kendall Square - Bldg. 200- Suite 341 - Cambridge, MA 02139 the following: 1. P/N: 3072-01031 - 4-position deck mosquito LCP,(Quantity one) includes: • (1) pipette loader, power cable, calibration block • (1) plate-seal holder, 1 guide block • (1) spool 4150-03020 non-sterile pipettes • (1) pack 5ul micro-reservoir strips • (1) pack 2ul micro-reservoir strips • (1) pack ViewDrop II plate-seals • (1) pack (25) of 96-Well clear Polystyrene Microplate for hanging drop 4-position ultralow reagent holder • (1) starter pack of SwissCl 96-Well LCP Sandwich Plate • (1) starter pack of Molecular Dimensions Laminex LCP Plates • (2) Hamilton 100uL gas tight syringes • (1) 100uL syringe coupling • (3) mosquito LCP dispense needles and • (1) pack IQ plates 2. P/N: 3019-0030 - Mosquito LCP software license & comms installed in PC controller in supplied laptop - QUANTITY (1)EA 3. P/N: 3089-01010 - Automatic LCP Bench-top mixer - QUANTITY (1) EA 4. Warranty information The Mosquito LCP Crystal screening systems meets the lab requirement for a crystallization robot for setting up crystallization trails of membrane proteins using conventional methods as well as for crystallization using the Lipidic Cubic Phase method. Membrane proteins, especially eukaryotic membrane proteins, which are the focus of the lab's current and future research, are hard to obtain in a purified form. Therefore, it becomes essentials to make maximal use of the limited amount of material that the lab eventually will have on hand. The Mosquito LCP is crucial to our research because it will allow setting up much smaller drop sizes (̴100 nl.) than setting up by hand (500-1000nl.), thereby allowing many more experiments to be performed with the same amount of sample. It is also much faster in operation than manual procedure, thus ensuring that the time that it takes to set up a large number of crystallization trails is as less as possible. Therefore minimally stable eukaryotic membrane proteins are still amenable to crystallization experiments. The Mosquito use disposable tips, thus ensures that there is no possibility at all from contamination from one drop to the other. The Mosquito has four separate decks allowing additives to be taken up form a 96 well plate without pausing the experiments to exchange reagent blocks. This saves very valuable time because owing to the small drop sizes in Robot operated experiments, any increase in time can result in the drops drying out. The Mosquito is a time-tested system that has been on the market and in use in various labs for a long time. As well as the lab has extensive experience with the Mosquito both for finding out initial crystallization hits and for further optimization of membrane protein crystals. The lab has already harvested crystals from the 96 well set up by a Mosquito in the lab and have collected high-resolution diffraction data many times. Thus, the staff confidence level is very high in being able to use the Mosquito LCP in the lab. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within eleven (11) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, warranties and/or other information (ex. past performance in a lab setting) that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due eleven (11) calendar days from the publication date of this synopsis or by August 13, 2012 before 10:00 a.m. EST. The quotation must reference "Solicitation number" NICHD-12-064. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
