Fixed Wing Standardization Pilot, (PSC), Patrick Air Force Base, Melbourne, FL Issuance Date: 08/03/2012 Closing Date: 09/03/2012 SOLICITATION NUMBER: PSC-12-067-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Melbourne, FL, Patrick Air Force Base (AFB) 9. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The US Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), Patrick Air Force Base, Florida. Provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in Latin and Central America, Pakistan, and for aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan. This mission is performed using a fleet of fixed and rotary-wing aircraft, government personnel, personal services contractors (PSC) and contractor personnel. PURPOSE: This PSC position serves as the Fixed-Wing Standardization Pilot. The FW Standardization Pilot provides academic and flight instruction in single and multi-engine airplanes, oversee contractor and host nation fixed-wing academic and flight training, and administer the DOS Fixed-Wing Standardization Program. The FW Standardization Pilot is required to develop, coordinate, and implement the Flight Standardization Program for U.S. Government, contractor, and host nation fixed-wing pilots. He/She reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying fixed-wing assets within or to overseas locations. RELATIONSHIPS: Work under the direct supervision of the Chief, Operations Division. The Chief provides general direction in terms of broadly defined aviation policy/mission/functions and contractual procedures. He/she exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is expected to be correct with review of such results for timeliness and effectiveness. DUTIES AND RESPONSIBILITIES 1. Oversee the development and implementation of a comprehensive fixed-wing flight standardization program. 2. Provide academic and flight instruction to personnel assigned to perform fixed-wing pilot duties. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the "Fundamentals of Instruction" as listed in the FAA Flight Instructor's Handbook, during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate fixed-wing Aircrew Training Manual. 3. Provide instruction to and or evaluate DoS Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots, and Host Nation Standardization Instructor Pilots in the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, and use of the Aircrew Training Manual and standardization program management. 4. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Fixed-Wing Standardization Program. Through the contractor fixed-wing standardization instructor pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoid duplication of training efforts. 5. Collect, review, and disseminate data on fixed-wing tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with DOD, DOS, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation fixed-wing standardization program. 6. Perform contract oversight of contractor fixed-wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Fixed-Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer's Representative (COR). 7. Perform flight duties as single or multi-engine land airplane Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, and Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include agricultural, aerial applicator type flying (below 50 feet), contour flying (50 to 100 feet above ground level {AGL}), low-level flying (between 100 and 500 feet above ground level {AGL}), and emergency procedures training tasks. MINIMUM QUALIFICATIONS 1. U.S. able to obtain/maintain Secret security clearance 2. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, NTSB 830, and TSA 1552. 3. Knowledge of the tactical employment of fixed-wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques associated with the Office of Aviation aircraft. Incumbent must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of fixed-wing pilots within a formal aircrew training program. 4. Skill in the operation of fixed-wing aircraft as a flight instructor. Experience as a military or civil fixed-wing instrument flight instructor/evaluator. 5. Certification as a U.S. FAA Commercial Pilot with Single Engine Land and Multi-Engine Land Airplane Instrument rating. 6. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL Office of Aviation Aircrew Training Program. DESIRED KNOWLEDGE AND SKILLS: 1. Certification as a U.S. Flight Instructor, Single Engine Land and Multi-Engine Land Airplane. 2. Ability to read, write and speak the Spanish language at the conversational level 3. Knowledge of and skill in operation of desk-top computer based word processing COMPLEXITY 1. The Contractor employee performs fixed-wing flight standardization oversight of U.S. Government, contractor and host nation airplane pilots operating in domestic and overseas locations, as well as at multiple forward operating locations. 2. Develop multi-national/multi-cultural fixed wing pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from standardization committees, consults with the Chief of Operations regarding ongoing projects, provides guidance to contractor, host nation and DoS instructor pilots and standardization instructor pilots, and oversees implementation of the program. 3. Perform continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS: Work is physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete an FAA second class medical examination annually. WORK ENVIRONMENT: Work conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in single or multi-engine airplanes at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at overseas field sites under primitive conditions. Some field sites have been declared hazardous duty locations by DOS, due to hostile activities, therefore pose a significant risk to the incumbent while at these sites. EVALUATION CRITERIA: Factor 1. Contract Oversight - 25% Offeror's ability to: a. Perform contract oversight and evaluation of contractor fixed wing flight training and standardization operations and flight training programs. b. Evaluate and recommend waivers to established policies, procedures and regulations. c. Ensure that contractor pilots, flight instructors and standardization instructor pilots conform to the established fixed wing standardization program requirements. d. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare other written documents related to Fixed Wing Standardization activities. e. Coordinate with other U.S. Government representatives and perform Quality Assurance Evaluator duties under the aviation support contract. Factor 2. Assist Chief, Operations Division - 25% Offeror's ability to a. Assist the Chief, Operations Division in directing and coordinating fixed wing aircraft and personnel deployments within the program for the purpose of providing CN aviation training expertise to the program. b. Provide academic and flight instruction to all personnel assigned to perform fixed-wing pilot duties on the program. c. Provide instruction to and or evaluate Fixed Wing Flight Instructors and/or Standardization Instructor Pilots assigned to the aviation counter-narcotics/counter-terrorism program. d. Perform flight duties as single or multi-engine land airplane Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot during day, night unaided, and under night vision goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). e. Review and Recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related written material to support the Fixed-Wing Standardization Program. Factor 3. Develop, Coordinate, Organize and Implement Operational and Training Systems and Procedures - 25% Offeror's ability to: a. Develop comprehensive operational and training systems and procedures. b. Coordinate/Organize operational and training systems and procedures. c. Implement Aircrew Training Programs, Operational and Training Regulations and provide direction and guidance to both contractor and host nation personnel. d. Develop operational tactics and new training procedures, i.e., NVG operations, aerial eradication/interdiction operations, etc. e. Provide direction and guidance to the contractor and host nation aviation training and standardization program via the INL/A Aircrew Training Program. Factor 4. Past Performance -25% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
