Description
Applied History and Policy Support Program DoD Contract Security Classification Specification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HQ019321360001000. This solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. This acquisition is a 100% set aside for small business. The North American Industry Classification System (NAICS) code is 541720, Research and Development in the Social Sciences and Humanities. The small business size standard is $19 million. The Washington Headquarters Service, Acquisition Directorate (WHS/AD) Department of Defense, Office of Secretary of Defense (OSD) Historical Office, 1155 Defense Pentagon, Washington, DC 20301, intends to contract for two (2) Applied History Positions for the OSD Historical Applied History and Policy Support Program. There will be two awards from this solicitation. The Government anticipates awarding one firm fixed price, level of effort contract for each requirement, with a base year and one option year. The following factors will be used to evaluate quotes and are listed in order of importance: (1) Technical Acceptability (2) Price (1)Technical Acceptability 1. Possess an MA and Doctoral degree in history, political science or a related field from an accredited university. The quality of the university, the grades of the applicant, and the focus of applicant's studies and dissertation (i.e. how closely they mesh with the work of the Historical Office) are all relevant in evaluating this element. 2. Have extensive background and experience in the history of the nation's national security policy and conflicts. This must include extensive experience conducting research in defense and/or military records in official national archives or private repositories. The level of experience will be evaluated. 3. Have experience writing focused research papers and short articles, for publication in professional and popular historical journals that demonstrate an understanding of national security policy and/or military strategy and operations. The level of experience and the number and quality of publications will be evaluated. 4. Possess experience in planning and preparing for oral history interviews; developing questions; coordinating directly with, or through the staff of, senior and former government officials; and using oral history transcripts in historical analysis. The level of experience will be evaluated. 5. Possess skill and experience in using the Chicago Manual of Style, 16th edition, and be able to quickly learn and apply the OSD Historical Office Style Guide. The level of experience will be evaluated. 6. Possess effective communications skills. Be able to write with correct grammar, effective organization, and readable style. The level of experience in making oral presentations and the quality of writing samples will be evaluated. 7. Quotes shall include a resume, graduate school transcripts, and citations to writing samples. 8. Security Clearance: The contractor must be able to obtain and maintain a U.S. Top Secret clearance. See Attachment B, Form DD254 Contract Security Classification Specification. To be considered Technically Acceptable, Offerors must have No Exceptions to the Statement of Work (SOW), dated August 3, 2012. See Attachment A, Statement of Work. Offerors will receive a rating of "Technically Acceptable" or "Technically Unacceptable". Any offeror who receives a "Technically Unacceptable" rating will be eliminated from the competition and no longer considered for award. (2) Price The total price will be a determining factor after determination is made as to compliance to technical acceptability. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. ADDITIONAL INFORMATION: 1. Contractors are responsible for verifying receipt of their quotes. All responsible sources interested in responding to this RFQ: QUOTES MUST BE RECEIVED NO LATER THAN 10:00 AM, Eastern on AUGUST 27, 2012. 2. The Government will evaluate quotes and make a selection based on the lowest priced, technically acceptable quotation meeting the requirement. The Government is not responsible for locating or obtaining any information not identified in the offer. 3. The Government anticipates award in early September, 2012. 4. Quotes must be firm-fixed-priced, and include all information/quantities listed, all or none. 5. Offeror's shall include Tax Identification Number, CAGE Code, Central Contractor Registration Number, and DUNS Number, on their quotes. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
