- This contract is to replace heat pumps and appurtenances used to heat, cool, and air-condition two buildings at Fort Vancouver National Historic Site: Fur Warehouse (base items) - This building has a public area, archeology lab, museum collections, and staff restroom. The building floor area is approximately 8,000 square feet. It currently has one (1) 3-ton heat pump, one (1) 5-ton heat pump, and one (1) 10-ton heat pump. Indian Trade Shop (options) - This building has a public area, several staff offices, one staff restroom, staff kitchen, break room, and storage. The building floor area is approximately 5,600 square feet. It currently has one (1) 4-ton heat pump and there will be options for replacing it with a 5-ton unit, as well as adding a new thermal zone to the upstairs northeast office with its own thermostat. PROJECT LOCATION: The heat pumps are located outside buildings within the historic fort at 1001 East 5th Street, Vancouver, WA. Maps and information about the site is at www.nps.gov/fova. We encourage you to attend the site visit on August 14, 2012, at 9:00 am (details will be provided in the Request for Quotations, in Section L of the Clauses document). SOLICITATION DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR 19.5. The NAICS code for this project is 238220 and the small business size standard is $14.0 million, average annual receipts for the past three years; the product service code is N045, Installation of Plumbing, Heating, and Waste Disposal Equipment. The contract will be structured as purchase of a commercial item with incidental installation and is not subject to the Davis-Bacon Act or other construction provisions. All offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.sam.gov prior to the RFQ closing date. This action is valued between $25,000 and $100,000. The electronic Request for Quotations will be available on approximately August 6, 2012, at www.fbo.gov and http://ideasec.nbc.gov. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification.
