Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Telonics, Inc, 932 E. Impala Avenue Mesa, AZ, 85204-6699 USA a large business to provide Tracking Collars for the Yukon Charlie/ Gates of the Arctic National Park, Fairbanks, AK 99709 This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Please-mail contract specialist, Jordan Gunn with responses or questions regarding this requirement at jordan_gunn@nps.gov. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: The brand of equipment that is being requested has been purchased by ARCN in the past. A system is in place for researchers to receive and record data and compatibility is important for the integrity of the data. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. The GPS radio collars that have just been deployed recently in the ARCN parks are made by Telonics. NPS has had software developed specifically to facilitate the downloading of Telonics GPS data. 2. Nature and description of the supplies or services required to meet the agency's needs. There are exact specifications that must be met to satisfy requirements of radio frequency and sturdiness. The collars from Telonics are the best we have found to meet the needs of our project goals. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). Although there are other vendors that make radio collars, Telonics has been the only vendor for YUGA purchases since 2002, several other prior purchase orders will attest to this, and ARCN since its inception in 2008. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: To ensure compatibility of equipment for receiving data and fitting and sizing collars, we request Telonics as the vendor, and waive further research. 5. Any other facts supporting the use of other than full and open competition: No 6.A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
