Market Survey for.357 SIG Training Ammunition (Sources Sought) GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this survey. The U.S. Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as "CONFIDENTIAL" under this statute. Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) "CONFIDENTIAL" with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as "CONFIDENTIAL" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the U.S. Government will be protected in accordance with the U.S. Government's rights in the data. 4. Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for portions only of an electronic file, use the restrictive legends "CONFIDENTIAL DATA BEGINS:" and "CONFIDENTIAL PORTION ENDS." 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text.   DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING PERFORMANCE REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. PERFORMANCE REQUIREMENT: The purpose of this questionnaire is to obtain information on commercial industry capability to satisfy U.S. Department of Homeland Security (DHS) Requirements for.357 SIG caliber training ammunition. The requirements are as follows: General. DHS has a requirement for.357 SIG caliber (120 - 130 grain) training ammunition. Packaging. Each individual shipping case shall contain 1000 cartridges. Individual shipping cases shall be vacuum sealed by a material that prevents moisture and debris from entering the case. Each individual cartridge box shall contain 50 cartridges and be designed to prevent damage to the cartridge during transit and storage. There shall be no loose rounds in the ammunition case or individual cartridge boxes. Packaging material shall not adhere to the surface of the ammunition upon removal from the package. The exterior of product shipping cases and individual cartridge boxes shall be clearly marked with: a. Manufacturer's name b. Caliber c. Style and weight (in grains) of projectile d. Number of rounds per case (on case exterior) e. Number of rounds per cartridge box (on individual cartridge box exterior) f. Manufacturing date code and lot number g. A statement indicating that the product must be stored in a cool, dry environment h. A label indicating "Use By" date (on case exterior) i. Clearly marked "FOR TRAINING USE ONLY" Storage Life. Packaging and cartridge waterproofing shall be such that the manufacturer warrants the usable storage life of the ammunition without degradation to ammunition performance to be three (3) years from shipment date to DHS. A "Use By" label shall be affixed to each individual shipping case indicating the three year date. Cartridge. All cartridges shall conform to the American National Standards Institute, Sporting Arms and Ammunition Manufacturers Institute (ANSI/SAAMI) physical dimensions as defined in ANSI/SAAMI Z299.3-1993 for.357 SIG caliber ammunition. All cartridges shall have no major physical defects and will be inspected for the following: Projectile. The projectile shall exhibit a fully encapsulated metal jacket design. Cartridge Marking. Cartridges shall be head stamped with the manufacturer's symbol/initials, cartridge designation, and a two digit year of manufacture. Cartridge Case Material. Cartridge casings shall be constructed of new, unfired brass. Cartridge Sealant. Each cartridge shall have a cartridge sealant applied to the juncture of the cartridge case and the projectile, and the cartridge case and primer, to prevent the degradation of performance due to environmental exposure. The primer sealant shall be able to be detected visually, with or without the use of an ultraviolet light. Cartridge Inspection. Each cartridge shall conform to the dimensions specified for.357 SIG caliber ammunition per ANSI/SAAMI. Each cartridge shall have no bent, split, cracked, or deformed cases and/or any other defects that will cause the ammunition to malfunction. Primers. With the intent to limit exposure to toxic or harmful material, the primer shall be reduced hazard and contain no heavy metals. The primer shall be non-corrosive. Primers shall be seated per the SAAMI specification for primers and primer pockets. Each cartridge shall have no defects to include missing primers, inverted primers or any other primer related defect that will cause the ammunition to malfunction or misfire. Corrosion/Surface Damage. Each cartridge shall have no corrosion or water/chemical damage to any exterior surfaces of the cartridge. Primer Sensitivity. The Contractor shall require the manufacturer to perform sensitivity measurements and shall obtain and submit from the manufacturer a Certificate of Conformance (C of C) stating that the ammunition sample will not discharge when a 1.94 ounce ball is dropped from a height of 1.0 inch per the SAAMI specification for primer sensitivity. Pressure. The maximum pressure shall conform to pressure limits established for.357 SIG caliber ammunition in accordance with ANSI/SAAMI Z299.3-1993. Bullet Weight. The bullets designed weight shall be between 120 and 130 grains. The average bullet weight of ten randomly selected cartridges shall be the nominal bullet weight ± 1.5%. Bullet Push. The average force, of ten randomly selected cartridges, required to push a seated bullet 0.050" into the case shall be a minimum of 70 pounds. Velocity. Velocity shall be at a level that achieves function requirements specified in this requirement. The average velocity exhibited during all testing after SAAMI velocity correction is applied shall be within a range that does not exceed ± 50 feet per second (fps) of the average velocity exhibited during solicitation testing. It shall have no more than a 30 fps standard deviation when fired through a.357 SIG caliber SAAMI test barrel after the ammunition has been environmentally conditioned at 70ºF for a minimum of 8 hours. Precision Grouping (PG). SAAMI Test Barrel. The extreme spread shall be no greater than 2.0 inches and the mean radius no greater than 1.0 inch for the average of five 5-shot groups fired at a distance of 25 yards from a.357 SIG caliber SAAMI test barrel mounted in a universal receiver. Projectiles shall exhibit no keyholing through the target or evidence of yaw. Pistol (SIG Sauer P229). The extreme spread shall be no greater than 3.0 inches and the mean radius no greater than 1.5 inches for the average of five 5-shot groups fired at a distance of 25 yards from a SIG Sauer P229 mounted in a Ransom rest. Projectiles shall exhibit no keyholing through the target or evidence of yaw. Point of Aim/Point of Impact (POA/POI). POA/POI shall be evaluated using a SIG Sauer P229 DA/SA with sights mechanically centered. The POA/POI shall be the average difference between the group center (POI) and the POA for three 10-shot groups fired from 25 yards. The difference between POA and POI at 25 yards shall be no greater than 4.0 inches for elevation and no greater than 3.0 inches for windage. Projectiles shall exhibit no keyholing through the target or evidence of yaw. Function. The cartridge shall function in the SIG Sauer P229 DA/SA and SIG Sauer P239 DA/SA pistols and exhibit, by model, no more than three (3) Type 1 malfunctions, no more than one (1) Type 2 malfunction, and no more than one (1) Type 3 malfunction (see Table I). It is desired that the ammunition exhibit no Type 1 or Type 3 malfunctions. Evaluation of Type 1 malfunctions will be counted in all firing conducted during function and environmental conditioning testing. Type 2 and Type 3 malfunctions will be counted in all shots fired throughout the technical evaluation. The ammunition shall exhibit no Type 2 malfunctions. Projectiles shall exhibit no keyholing through the target or evidence of yaw. Table I. Ammunition Function Acceptance Criteria (per Make/Model) Malfunction Type Accept Reject 1. Are you capable of producing up to twenty million rounds of.357 SIG caliber training ammunition per year? If yes, what percentage of your current production capacity for this caliber does this represent? 15. In order to fulfill DHS quantity requirements, would you have to increase your workforce, provide additional training, expand your facility, or acquire new equipment? 16. What would your lead time be for an order of two million rounds of.357 SIG training ammunition? 17. Do you have the resources and mechanisms required to endure recalls of large production lots of ammunition (up to one million rounds), including replacement of the recalled lot within 60 days?
