- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 423830 - Industrial Machinery and Equipment Merchant Wholesalers SUBJECT: Fanuc iSeries CNC simulator, with options necessary for 5 axis machining SOLICITATION NUMBER: NB735140-12-03074 RESPONSE DATE: August 10, 2012 CONTACT POINTS: Willie W. Lu, Contract Specialist, 301-975-8259 Chon Son, Contracting Officer, 301-975-8567 DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Intelligent Systems Division, intends to negotiate with FANUC FA America Corp., on a sole source basis under the authority of FAR Subsection 13.106-1(b), for Fanuc iSeries CNC simulator, with options necessary for 5 axis machining. The Fanuc iSeries hardware simulator supplied by Fanuc of America is a proprietary controller based on Fanuc Computer Numerical Control (CNC) found in manufacturing facilities throughout the United States. Fanuc controllers have extensive, broad ranging and sophisticated functionality. Fanuc is the exclusive proprietor of authentic Fanuc iSeries simulated controllers in the marketplace, containing the complete set of Fanuc CNC technology. The Fanuc simulator is a hardware equipment that simulates CNC control of a machine tool, used to test and debug part programs, will allow assessment of new CNC technology and provide a facility for evaluation of factory networking strategies. The Fanuc CNC simulator operation is identical to machine tools found at NIST. Simulation that does not produce identical behavior as would be expected from shop floor equipment is unsafe and can jeopardize the safety of the personnel and the functionality of the equipment on the shop floor. One of the primary focuses of research is on the ability to connect to Fanuc CNC via Ethernet and retrieve data from CNC simulator using installed MTConnect Institute open source Adapter based on Fanuc Focas library communication. The Focas network communication library is a proprietary communication scheme available only from Fanuc. No other vendor has been determined to be able to offer the products/services required to meet NIST's needs. The North American Industry Classification System (NAICS) code for this acquisition is 423830, and the small business size standard is 100 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 p.m. (Eastern) on August 10, 2012. Inquiries will only be accepted via email to Willie.Lu@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
